ABSTRACT

This study on the relevance, problems, and prospects of citizenship education is a survey, carried out in Ebonyi Local Government area of Ebonyi State with a view to knowing if citizenship education really has anything to contribute towards building the Ebonyi society in the course of his inquiry, many Literatures were successfully located and reviewed as to relate the study to other works on the same subject matter already existing in the field in another development, the “survey research design” was considered appropriate as it afforded the opportunity to collect and analyze data from a sample considered to be representative of the target population. However, having validate the questionnaires, they were used to elicit information from the respondents already selected through the quota sampling technique. One striking revelation of this inquiry was that strong evidences exist which have convincingly proved the relevance of citizenship education. Prominent among them, is the need for order in the society. Poverty, was implicated as being responsible for the continued indiscipline in the national life of Nigerians. Finally, it was discovered that citizenship education at all levels of education and through complementary re-orientation programmes. in the light of the above discoveries, it was recommended that re-orientation programmes should be taken much more serious by government.

CHAPTER ONE

INTRODUCTION

1.1: BACKGROUND TO THE STUDY

It has been proved beyond every reasonable doubt that Ebonyi citizens have a lot to contribute towards the building of the Ebonyi State. Therefore, it has been argued that Ebonyi citizens has to be fully equipped with the knowledge needed to meet with the enormous challenges facing him. To this end citizenship education has been identified as a sure means of bringing about this knowledge.

Onkerhoraye (1994) in throwing his weight behind the population of citizenship education explained that one of the crucial objectives of educational system is to train students to become good, productive and efficient citizens, useful to themselves and the society. Accordingly, he revealed that a citizen, when properly informed becomes increasingly aware of his rights, duties and performs his legal, civil and

unsolicited obligation to the society and his neighbours. In the same vein and specific terms, Onokerhoraye asserted that a good citizen pays his taxes and rates promptly and shows a marked willingness towards participating in community development tasks. He however, regretted that the acquisition of good citizenship traits is a social problem in the state, which of course, could be solved through effective education.

Based on the above premises, one can comfortably establish a fact here that there is citizenship education in existence in Ebonyi State. Notwithstanding pertinent questions be asked about the existence of citizenship education in Ebonyi State. The reader of this work may need to now the level of civil awareness created by citizenship education, to what extend has citizenship education, contributed in

shopping people’s perception in building and development of Ebonyi State, and can citizenship education be made more effective? These questions demand urgent answers which are seriously needed to enable one form an opinion on the way forward. In points of facts, the relevance of citizenship education in development has been established.

Batcheson and  Chris will enable individuals to know their rights, duties, obligation, the dignity of human person and ideal of limited power for government and its agencies. Similarly, in apparent recognition of the relevance of citizenship education in development of Ebonyi state. Ogunna (1998) strongly asserted that if properly directed, citizenship education will develop among the citizens, the intellectual ability to

think reasonably critically and logically. According to him, the citizen will be endowed with skill, vision, foresight and capacity in carrying out state responsibilities without grumbling. These established facts about citizenship education and quite thought provoking views clearly stated, have informed an inquiring into this area of our national life.

This is because there have been a marked deviation from what one may rightly call dividend of citizenship education, in Ebonyi state in general and Ebonyi Local government Area in particular. In the recent time, inquiries have showing that Ebonyi has been so much characterized by indiscipline and corruption.

These have been generally not noted, having clearly manifested in civil disobedience, graft, tax evasion, rubbery, ritual killing, disrespect for constituted authority, sabotage, neglect of civil responsibilities and obligations and lot more. In fact, these are problems which citizenship education suppose to solve for it is said to be capable of reorienting, directing and guiding the masses on the proper track towards greatness.

This study is channeled toward the in-depth establishment of importance, problems and prospects and how it could be made more effective towards producing citizens that will be more responsive to the growth and development of Ebonyi State. These could made possible trough reorientation programme on media houses like television house, radio house and inclusion and teaching of the course at the levels of school curricular (i.e. both secondary and tertiary institutions.

1.2: STATEMENT OF THE PROBLEM

The problems that militate against the effectiveness of citizenship education in Ebonyi Local Government area of Ebonyi State is manifested in various ways such as bad leadership quality, disrespect for constituted authority, poverty, sabotage, corruption, neglect for civil responsibilities and obligation. Based on the above premises, it have become necessary to ask pertinent question thus, are there problems of citizenship education? Are there ways forward to the problems? Is citizenship education relevant? Here therefore lies the problem of the study.

1.3: SOCPE OF THE STUDY.

Citizenship education happens to be a broad-spectrum discipline. Based on the above assertion, its content could not have been entirely exhausted in this study, owing to some constraints. Therefore, the study is only delimited to the importance, problems, and solutions to the problems of citizenship education in Ebonyi Local government area of Ebonyi State, which are of fundamental importance to the problem being studied.  It is limited to Ebonyi local government area and the subjects are…

1.4: PURPOSE OF THE STUDY.

The general purpose of this study is to find out how relevant citizenship education is in the struggle towards building and development of Ebonyi State. And also the problems hindering effective citizenship education and attempts to proffer solution to these problems. However, this general purpose is broken down into specific and comprehensible statement of objectives. They include the following

  • To uncover more fact to support the relevance of citizenship education
  • To find out why indiscipline in our state life has continued unabated.
  • To ascertain whether the programme on citizenship education has been effective.
  • To determine steps towards effective citizenship education.
  • To know if there is an alternative to citizenship education

1.5: SIGNIFICANCE OF THE STUDY

This study is significant in many respect. It is designed to create awareness on the unpleasant state of Ebonyi society and various roles citizenship education suppose to play in bringing back sanity into the polity.

Many Ebonyians may not have taken time to know what is happening in the system. This research work has therefore been designed to serve as a certain raiser and may as well reoriented the citizens towards positive attitudes carefully channeled to state building.

Moreover, the finding of this research work is expected to provoke some thoughts in the mind of faithful Ebonyians who will equally help in advising the relevant authorities to take urgent steps aimed at salvaging and restoring the lost glory.

Academically, the study is seen as one capable of Expanding the frontiers of knowledge has it posses the potentials of charging scholars into further inquires, especially the areas the work is unable to cover like co-operative federalism, constitutional development and so on.

Finally, the out come of this study and consequent recommendation will, to a large extend, endow citizens with such qualities as discipline, devotion, dedication, courage, wisdom, imagination, vision, selflessness, honesty, creativity, respect for a constituted authority as well as justice and equity.

1.6: RESEARCH QUESTIONS

          The following research questions were formulated for study.

  • To what extent are citizenship education relevant?
  • To what extent does state of poverty seem to be the effect of persisting indiscipline in the state lives of Ebonyians?
  • How could citizenship education in Ebonyi be effective?
  • To what extent are needs there for an alternative to citizenship education?
  • To what extent are needs for the implementation of citizenship education in the school curriculum?
