abstract

The issue of Adhoc service contract employment and job regulation in a public service has attracted attention and has become an important thing to deal with. It is firmly and widely held and embraced by the university management that staff can perform better through Adhoc service contract employment and job regulation in a public service institution. More so, to study this and other problems more deeply, research questions were made. The data collection methods adopted were both primary and secondary. The primary date include: self administered questionnaire, personal interview, direct participant observation, narrative accounts of relevant critical incidents. The secondary data include: the study of certain documentary information, such as, magazine, the departmental minutes book, minutes of negotiation meetings, and collective agreement between university management and the staff under contract service employment. The researcher chooses Contingency or Situational Approach Theory best for Adhoc service contract employment and job regulation in a public service institution (the case study of Ebonyi State University) for effective and efficient performance. I was conscious of the fact that previous studies were generally either unrelated to the present study or were restricted in scope and design and exhibited several methodological inadequacies and as such, deliberate attempt was made to avoid these errors. The method of data analysis used was percentage, and contingency tables were also used to evaluate the decision rule. Recommendations were made to enable the university management and government to know the merit and demerit of Adhoc service contract employment and job regulation in a public service institution.

CHAPTER ONE

1.0   INTRODUCTION

The problem of limited and unskilled power staff has necessitated the call for Adhoc service contract employment and job regulation in public service institution. Thus, more than in any other sub sector of the Nigerian economy, the contract staff phenomenon has endured in the up stream segment of Public Institution lasting for

nearly as long as the history of hydrocarbon exploration and production. Adhoc service contract staff originated due to their emergency need (by Ebonyi State University) and serves as the source of a pool of alternative expertise to the regular pampered and heavily paid bonafide Public Service Institutional employees

whose penchant for pushing for better pay since a trade mark of public service institution. However, contract staff are deliberately kept ready and available (in some organization) not only to understudy the public service institutional staff but also to effectively assume (for instant during strikes).

A contract staff in a public service institution is a worker who is employed by a contractor or by university management. (Personnel management) Contract staff are seen as Adhoc when there is an urgent need to contract them. More so, in labour law they are seen under contract of employment.

But for the purpose of this research work Adhoc service contract employment and job regulation in public service institution (Ebonyi State University as a case study) it is evaluated to know how far Ebonyi State University as a public service institution has feet by the services of these staff under contract employment and the need for job regulation.

More so to know how University management relationship between Adhoc non-Adhoc staff has been (both in merit and demerit) since the call for Adhoc contract staff and job regulation.

1.1   Background Of The Problem

Adhoc service contract employment and job regulation started as early as the inception of Ebonyi State University. It is due to poor production of output and lack of required manpower that brought about the call for contract service. Before, the call for Adhoc service contract employment in Ebonyi State University, they have been experiencing:

  • Poor skills in the service of the existing manpower the non-Adhoc staff (Academic of Non Academic staff).

  • Even the skilled ones were limited

  • The problem of lack of staff and unskilled manpower is what necessitated the call for Adhoc service contract employment and job regulation in public service, with reference to Ebonyi State University.

1.2   Statement Of The Problem

The employment of this Adhoc service contract and job regulation has partially been feet in Ebonyi State University. The University Management even with the call for the Adhoc service contract employment and job regulation still experience limited output of productivity in the University. This is due to:

  • Union attitude to the management over job regulation

  • Power tussling between the heads of department academic staff and Administrative staff.

All these problem has imported an ugly sport in the service of this staff under Adhoc contract employment meanwhile. The question that arises now is

  • Does the staff on Adhoc service contract qualified to do this job?

  • How best does University management head delegate authorities that will supervise the staff under Adhoc service contract?

  • Can staff in public service institution perform better through job regulation?

  • What is the need for job regulation?

  • Can Ebonyi State University do without this Adhoc service contract employment?

1.3   Objectives Of The Study

This implies the aim of this research work it therefore indicate the direction of what the study intends to achieve on the research. The main objective of this study is to determine how job regulation and the service of the Adhoc service contract employment was feet by Ebonyi State University.

Therefore, this study aims

  • To see how the performance of the Adhoc service contract and job regulation has influenced Ebonyi State University.

  • To find out how non contract staff on Ebonyi State University have reacted to the services of the Adhoc staff

  • To know the impact of Adhoc service contract and job regulation.

  • To know how far the have gone in redressing recovering the problems in public service institution with reference to Ebonyi State University.

  • To know the need for Adhoc service contract.

1.4   Significant Of The Study

This project would be of benefit in the following ways.

  • It will add to the knowledge on activities of the Adhoc service contract and job regulations.

  • It will also be of important to researchers who may want to research on the activities of Adhoc service contract employment.

  • It will help public service institutions to know the need Adhoc contract employment and job regulation.

  • It will also help the University management know when, who and the extent to call for this Adhoc service contract employment.

  • Furthermore, it is a requirement for the award the complication of my MPA in Public Administration.

  • The findings made from this research will be useful both to Nigerian labour law, academicians, libraries, National University Commission (NUM) and for the general public.

1.5   Scope And Limitations

This study would concentrate its facts and figures from Adhoc service contract employment and job regulation in Ebonyi State University. The academic staff, non-academic staff and the management. The research focus on the problems confronting Adhoc service employee in terms of job regulation and how best the management of the University is addressing basic issues. Meanwhile, the successful copulation of this work were limited by a number of factors.

Finance: The researcher find it very difficult to general enough finds to execute the research plan.

Time: The researcher is faced with time constraints, time limit fixed for the completion of the research project as the research was faced with various social problems.

Bias: The researcher was constrained by lack of cooperation by some of the respondents whose fight official schedule could not allow them respond to questionnaire administered. Some answers with bias mind.

Other limitations include non-availability of books, magazines etc.

Thus, the researcher made effort to over come this obstacle through frequent visits and phone calls to the respondents.
