CHAPTER ONE

INTRODUCTION

1.1 BACKGOUND OF THE STDUY.

Entrepreneurship development could be described as a programme of activities meant to enhance the knowledge, skill, behaviour as well as the attitude of individuals to assume the role of entrepreneurship as well as efforts to remove all the barriers from the path of entrepreneurships. From the beginning, entrepreneurship has played a vital role in determining the success or failure of every business venture. This ranges from the small- scale to the large assembly line production.

 Recent trends have been showing a regressive pattern on the entrepreneurship in the development of business in Nigeria. Many business have witnessed a decline in their growth and others have folded up. The low use of modern technology, high content of local management and less appreciation of entrepreneurial skills have also hindered capacity utilization of manpower around Ebonyi State.

This environment, as cited by Ama and Okafor (2002: 16) and posited by Kotler (1980: 84), is continually in a flux, spinning off new opportunities and threats and, instead of changing slowly and predictably, is capable of producing surprise and shocks. Another vital way of facilitating the process of entrepreneurial development in Ebonyi State could be by way of providing specific assistance to existing and entrepreneurships.

In Nigeria, the findings of Osoba (1987) and his team of researchers on small- scale industries in 1982 – 1985, as cited by Benemone E.O. (2007: 242), revealed among other things that the performance of indigenous entrepreneurs were affected by lack of necessary education and training. Currently, in Nigeria, there are deliberate attempts at all levels of government to encourage the development of entrepreneurs.

The main reason for these concerns had been lack of adequate response by indigenous entrepreneurs to business opportunities existing in the environment. This inadequate response brought about the promulgation and later abrogation  of the Nigeria Enterprises promotion Decree 1972 (Akeredolu –Ale 1975) as cited by Benemone E.O. (2007: 242). The abrogation of the decree in 1995 was based on the fact that Nigerians were not responding to the opportunities provided for them by the decree.

There’s no gain saying the fact that many individuals and officials undermined the decree. At present, in Nigeria, employment opportunities are scarce within the existing private and public organizations. Lack of adequate positive responses by individuals to the opportunities in the environment informed the need for a deliberately planned educating, training and development of entrepreneurs as it remains a well- known fact that entrepreneurship development is a major spring board in industrial development of any nation.

1.2 STATEMENT OF THE PROBLEM

The impact of entrepreneurship involvement in the dynamics of business development in the private sector is limited in Ebonyi State and this has effected the local economy and profitability of small – scale industries in the area. Despite the establishment of good road network and even encouraging state government policies favoring exploitation of natural resources, the economy of Ebonyi State remains largely dependent on civil and government auxiliary services. This situation has created unemployment to higher levels due to a weakened private sector economy.

1.3 OBJECTIVE OF THE STUDY

The study is aimed at achieving the following objectives:

  1. To know the extent to which entrepreneurship has involved to the success of Ebonyi State.
  2. To evaluate the contributions of small – scale enterprises to the development of Ebonyi State.

To determine the problems inhibiting development of small – scale business (entrepreneurship). 

1.5 RESEARCH QUESTION

       The following research question will be asked and answers sought. In order to solve the problems stated above, this work will address the following questions:

  1. Is there any significance involvement by entrepreneurship in the success of business establishment in Ebonyi State?
  2. What has been the contribution of the entrepreneurship to the development of small- scale business in Ebonyi State?
  3. How does entrepreneurship role in the local economy encourage the vibrancy of small- scale industries?

1.5 RESEARCH HYPOTHESES

The following hypothetical statements are designed to help us in our analysis. They are both stated in the null and alternate hypotheses.

I Ho: There is no significance involvement by entrepreneurship in the success of business establishment in Ebonyi State.

Hi: there is significance involvement by the entrepreneurship in the success of business establishment in Ebonyi State.

Ii Ho: entrepreneurship has no contribution in the development of small- scale business in Ebonyi State.

Hi: entrepreneurship has a contribution in the development of small – scale business in Ebonyi State.

1.6 SCOPE AND LIMITATION OF STUDY

This study intends to take a look at entrepreneurship the development in Ebonyi State the research in limited to the management of this business, Ebonyi State Transport Company Limited (EBOTRANS) in Ebonyi State. Furthermore, because of the present poor state of the economy the research encountered some problems in conducting the study. This includes high cost of transportation and time constraint.

1.7 SIGNIFICANCE OF THE STUDY

This study will be important to students of the department of business management intending to carry our research on entrepreneurship in future. It may also aid policy makers in Ebonyi State on the effects of entrepreneurship development.

1.8 HISTORICAL BACKGROUND OF EBONYI STATE TRANSPORT COMPANY LIMITED (EBOTRANS)

The Ebonyi State Transport Company Limited  (EBOTRANS) is one of the state operated agencies of the federal urban mass transit programme that was charged, among others, to provide  cheap, reliable and efficient transport services for the urban and rural commuters. Similarly, the company has also witnessed a rise in the number of its offices and buses throughout the eastern region. There has also been an increase in the number of customers owing to the improvement in the company services. The major functions of the  company are:

  1. Provision of adequate customers comfort
  2. To ensure the safety to customers  lives and properties.

EBOTRANS offers three major types of services as follows:

  1. INTER CITY SERVICE: That is Abakaliki to Enugu, Prot – Harcourt, Owerri, Aba ,Abuja ect.
  2. INTER STATE SERVICES: That is Abakaliki to Afikpo, Amasiri, Effium, Onueke, Nkalagu etc.

iii. CHATTER SERVICES: The company hires vehicles to any individual, group or company that wishes to hire and charges are applied according to the distance and days it will take to bring back the hired vehicle.

1.8.1 ORGANIZATIONAL STRUCTURE  OF THE EBONYI STATE TRANSPORT COMPANY LIMITED (EBOTRANS) ABAKALIKI

The structure of EBOTRANS Abakaliki consists of three major sections namely: the staff division, commercial division and operating division. The highest in the organizational hierarchy  is the controlling ministry (state ministry of transport being a government establishment and the supervising ministry.

Under the board of directors is the chief executive who is called the general manager. He possesses executive powers in the company and sees to the day to day running of the business. He is answerable to the board of directors.
