The disparity in access to internet and ICT in general is occasioned by many diverse factors which include how to access internet, lack of funds to embark on full scale computerization irregular power supply, inadequate functional telephone lines and other infrastructure facilities needed to support the efficient and effective introduction and development of the technology.
Nigeria is also short of manpower for effective utilization of software and for maintenance of qualified programmers, engineers and technicians.According to Yusufu (2005), the potential tool for addressing the factors affecting teaching and learning has been neglected.
