PROJECT TOPIC- IMPACT OF INFORMATION COMMUNICATION TECHNOLOGY ON RECORD MANAGEMENT IN EBONYI STATE: A CASE STUDY OF EBONYI STATE UNIVERSITY ABAKALIKI

 

Abstract

This study critically examined impact of Information Communication and Technology on record management in Ebonyi State: A case study of Ebonyi State University, Abakaliki. This work made effort to ascertain t6he extent which ICT facilities are available for use in Ebonyi state University record management; determine whether the facilities are effectively utilized. In trying to find this, this researcher made use of descriptive survey research design and questionnaire as the method of data collection, the population were selected 48 staff in Ebonyi State University Faculty of Education, and hence there was no sampling. The study made use of four point Likert scale and found reliable given a co-efficient of 0.76 in a test retest conducted. Hence, from the data collected, mean was used to for analysis. From the foregoing, it was concluded that Effort should be made by appropriate authority in providing ICT facilities for use in records management in Ebonyi State University and finally recommended that ICT provision in Ebonyi State University will enhance EBSU students Online Registration, students’ results, accessing of EBSU website.

CHAPTER ONE

INTRODUCTION

Background of the Study

Different people and organization throughout the world have records details of their achievements and failure in life from the onset of 21st Century; business increasingly recognized that records keeping could save money and time. The realizations of this have resulted in the evolution of records management.

During the mid 1930’s, most organizations were not concerned so much with the ways to file and store records as with those that should be made away with. Million of papers long used were store away, sometime in warehouse, companies and government agencies began to establish time table for storing and systematically disposing of records volume became more costly.

Meanwhile, the World War II brought the greatest mobilization of individuals and industries, resources in history “papers was problems” in private industries and government during those years often overflowed office. The need for staff capable of analyzing, developing and coordinating records management increased rapidly during and immediately after the war year.

Computers became available for business and administrative use during-the Mid-1950s. Many offices benefited from the provision of high-speed storage, processing and retrieval of information. With the use of micro-miniaturization, machine processing and data capabilities have increasingly reached into smaller organizational offices.

Modern records tools- computers, micro-copying optical characters recognition, data banks, data transmission, telephone; internet, email, fax etc are constantly being developed. But paper records continue to cause problems, and the choice of other media may conceal them. Therefore, there is every need for effective records management and, for there is need for information and communication technology for efficient and effective records management; Information technology according to Oduma, (2004) is made up of hardware, software, data base, network and other devices that facilitate the smooth design and operation of management information systems, meanwhile Oduma (2004) quoting, pictorial textual and numeric information by micro-electronic based on combination of computer and telecommunication. While Ajayi, (1999) quoting Vincent and Vincent (1985) define defined information” technology as a new way of storing, processing and transmitting information brought about by rapid development in electronics, computing and telecommunication.

Statement of the Problem

Owing to the fact that the major means of recording information used by different organizations including Ebonyi State University (EBSU) does not stand the test of current means of recording information, (that is, electronic means). This outdated means of recording information have resulted to long use of files which are not active means causing some of the cabinets rusting and papers damaged or misplaced. Since there is no proper inventory, records appraisal, no record retention/disposition schedules.

Time is wasted in records retrieval, mixed up and chaos in the entire system of files and records leading of the folding up of many organizations due to careless disposition of their records. All these problems aggregated in the researcher’s quest to investigate the impact of ICT on records management, in Ebonyi State University (EBSU) Abakaliki.

Purpose of the Study

The main purpose of this study is to determine the impact of information and communication technology (ICT) on records management in Ebonyi State University, Abakaliki

Specifically, this work seeks to:

  1. Determine the extent Information Technological facilities are made available for use in records management.
  2. To ascertain the extent the ICT facilities are effectively utilized in EBSU?
  3. Determine the extent ICT facilities are being effectively managed.
  4. Ascertain the factors that affect the effective utilization of ICT facilities in EBSU.
  5. Ascertain how record management in EBSU can be improved through ICT?

Significance of the Study

       The study will help the institution and other establishments in Ebonyi State University to among other things; Assist in the effective and efficient use of ICT in record management in Ebonyi State University, Abakaliki.

       This research work will also be of significant to various ministries, educational sectors, and other government parasatals because the application of id will be of help for the effective functioning and smooth running of the activities of any organization(s).

 

Research Questions

  1. To what extent are ICT facilities available for use in records management?
  2. To determine what extent are the ICT facilities effectively being used in EBSU?
  3. To determine what extent are the ICT facilities being effectively managed?
  4. What are the factors that affect the effective utilization of ICT facilities in EBSU?
  5. How can records management in EBSU be improved through ICT?

Scope of the Study

The study covers all the significant aspects of ICT with respect to their effects on records keeping as it affects the various facilities in Ebonyi State University.
