PROJECT TOPIC- PROBLEMS OF RESOURCE MANAGEMENT IN PRIMARY SCHOOLS IN IKA NORTH-EAST LOCAL GOVERNMENT AREA OF DELTA STATE

Abstract

The purpose of this study is to find out the problems of managing human resources, material resources, financial resources and time resources in primary schools in Ika North-East Local Government Area of Delta State. In order to achieve the purpose of this study, four research questions were formulated. Descriptive survey method was designed for the study. Researcher-made questionnaire was used to collect data relevant to the study and mean was used to analyze the data. The population of this study is 1000. Simple random sampling technique was used to select ten teachers in each of the ten primary schools randomly selected, then bringing the number of respondents to 100 teachers. The researcher found that lateness of staff/pupils makes management difficult in schools. He also found that nonchalant attitude of school heads/staff towards work and indiscipline among staff affect school management. He also found that diversion of material resources for personal purpose, mismanagement of funds by school heads and diverting official time for personal business affect school management. The researcher made some recommendations and suggested that further studies should be carried out on this study.

Background of the Study

The building up and efficiency of an organisation whether private or public depends to a large extent upon how effectively human resources are utilized. Efficient human resources management ensures that systematic steps are taken to recruit, train, develop and commit employees and show them the route by which they can attain their desired goals. Failure to do this can lead to loss of productivity, lateness, high turn over rate of employees, excessive

complaints and labour management problems. Fippo (1991) identified human resources management as the planning, organizing, staff, diverting and controlling the activities of procurement, development compensation, integration, appropriation and maintenance of people for the purpose of contributing to the organisational goals. Resource management problems are some of the difficulties encountered by the primary school heads during the

management of human and non-human resources with material, financial and time resources at their disposal. Formal organisations are made up of people and are set up in order to accomplish certain objectives and goals. The attainment of these objective’s set goals depends on the availability of resources in the right kind, quality and right utilization of these resources.

Resources in education is categorised into human and non-human resources. Human resources refer to all categories of employees, skilled or unskilled. It is pertinent in this regard to say that managers (school heads) and their assistants of schools formed the basic organ of management. All other educational resources are entrusted to his care and management.

Non-human resources include time, materials, equipment, sports, instructional materials. Also financial resources concerned with the inflow and outflow of money, the management of such fund is on the area of budgeting, purchasing, procurement and utilization of all monies available in a school set up. Other areas of resources management are organisational climate, information dissemination, transportation, etc.

Resources in education are concerned the human beings and those necessities that would motivate and enhance teaching and learning process. It is worthy to note that managers (school heads) are usually faced with problems of resources management during the course of school administration. Ukah (1993) in his remarks lucidly expressed that education has become the concern of most people of Nigeria, sound government and wise political actions.

Therefore, economic development in Nigeria depends on sound resources management. Fafunwa (1982) stated that resources should be adequately provided and evenly distributed to primary schools. The background of this study therefore challenged the researcher to look at the resource management problems that exist within Nigeria primary education, teachers and infrastructures.

However, education as a policy needs the service of the resource management to achieve set goals and objectives in any school achievement. In the light of this therefore, resources management should be adequately provided and evenly distributed to primary schools. The background of this study therefore, challenged the researcher to look at the resource management problems that exist within primary schools in Ika North-East Local Government Area of Delta State.

Statement of the Problems

In our primary school sector today with particular focus on Ika North-East Local Government Area of Delta State, there exist problems of resources management. Thus, these problems of resources management have in no small measure put a cog on wheel of progress towards the attainment of optimal educational set goals and objectives in our primary education.

Against this background, the factors responsible for resources management problem are quite terrible. Therefore, the researcher’s attention is to direct our means towards eliminating these devastating problems. Hence, the investigations into the factors responsible for resource management problems are:

  • Human resources
  • Material resources
  • Financial resources
  • Time resources

Purpose of the Study

This study is specifically designed to:

  • Ascertain the problems of managing human resources in primary schools.
  • Identify the problems of managing material resources in primary schools.
  • examine the problems of managing financial resources in primary schools.
  • Find out the problems of managing time in our primary educational system.

Significance of the Study

The study will in no small measure help school heads gain confidence in themselves which invariably may lead to job satisfaction on both the school heads and subordinates. Furthermore, the study will also be of great importance to policy makers, curriculum planners, teachers, educationists, and institutions in combating problems of resource management in schools. Finally, it will help other researchers in the area of the study or beyond  because it stands as a base to other researchers who may embark on this topic or similar ones.

Scope of the Study

In a research of this nature, non-availability of adequate data poses a barrier for the research work. Also time and financial constraints made it impossible to cover all the schools in Ika North-East Local Government Area of Delta State. Again, efforts were made to reach and review all relevant materials relating to the subject of the study, but it is very unrealistic to claim that all literatures were actually reviewed since it is not possible to have access to all materials.

Research Questions

The researcher wants to find out the problems of resources management at the primary school level of education in Ika North-East Local Government Area of Delta State.

The researcher will carry out this work successfully based on the problem areas listed below:

  • What are the problems of managing human resources in primary schools
  • What are the problems of managing financial resources in primary schools
  • What are the problems of managing time resources in primary schools.
