CHAPTER ONE
INTRODUCTION

Background to the Study
Education always play an important role in the life of a man. Aggarwal (2001) stated that education is a continuous and life long process of development from infancy to maturity. A teacher a member of a society. He lives and works in the society. In the view of his personal responsibilities and roles, he is expected to rise above the average member of the society. Some psychologist thought that a child’s mind was a clean slate and a teacher could write anything on it.

Others were of the views that a child was just like a clay and a teacher like the potter could make anything out of it. Teachers can plays an important role in fostering environment censoriousness in the society, therefore more skills of the teachers to integrate local environmental contact and their teaching method and activities. The teacher is the kingpin in the educational set up. Qualifications of teachers play an important role in teaching but professional education or training is more important in teaching because a trained teacher.

Generally, it is claimed that a trained teacher knows well how to teach effectively. The issue of professionalism has been on course for quite some decade age. Scholars argued the necessity of skilled teachers for effective learning. Njada in Fajonyomi (2007) emphasized that the success or failure of any educational programme rests majorly on the adequate availability of qualified (professional) competent and dedicated teachers.

Sereveje and Jegede (2005) noted that the ability of a teacher to teach is not only derived from ones academic background but it is based upon pedagogical skill acquired. The realization of the national growth in technology as highlighted in the Nigeria National Policy on education hinges (among others) largely on physics teachers. This view is supported by Nkwodimah’s(2003) submission that the teachers quality will inevitably be seen in the citizens tomorrow.

The availability of professional teachers in our schools is low (Ngada 2008). The reason may not be farfetched. Teaching is seen as a dumping ground for any unemployed school leaves, irrespective of their area of specialization. This group of able bodied young man and woman, thus handle the job as a bye pass venture to their desired ends. Consequently, their input on the job will be very low since it lacks the dedication demanded by the job.

The few ones that seem to show dedication lacks the technical know-how of teaching, since they were never trained for the job. The resultant effect on the students’ performance is catastrophic. The major evil done by this is half-backed and sometimes shallow knowledge students who often perform poorly in their examinations. This eventually culminates to a decline in the national technological growth.
This study is meant to  critically examine the problems of teacher’s professional qualification on academic performance of students in junior secondary schools in Ohankwu local government area of Ebonyi state. For there to be effective teaching and learning, it is worthy to note that the students, teacher, academic administrators and parent have complementary role to play.

PROJECT TOPIC- PROBLEMS OF TEACHERS’ QUALIFICATION ON ACADEMIC PERFORMANCE OF STUDENTS IN JUNIOR SECONDARY SCHOOLS IN OHAUKWU LOCAL GOVERNMENT AREA OF EBONYI STATE

Statement of Problems
In many countries today, teachers’ qualification that are considered to be related to student learning have become targets of educational reform. However, the nature of this reform is under debate. Some perceive the main problem to be the low academic and cognitive level of those who go into the teaching profession and call for policies aimed at attracting more capable candidates through shorter, less regulated alternative routes (Ballou and Podgursky 1997, 1999, 2000, Goldhaber and Brewer United states department of education 2002).

Others view the problem mainly as the result of inadequate teachers preparation and call for the professionalization of teacher education by making it longer, upgrading it to graduate programs and regulating it through mechanism of licensure, certification, and promotion aligned with standards (Darling-Hammond, 1998, 1999, 2000, DARLING-Hammmond, Berry, and Thorenson, 2001, Darling-Hammond, clurg and Frelow 2002, National Commission on Teaching and America’s Future 1996)

Over the years, many tend to abandon or shy away from making teaching their career. The reason for this is not farfetched as those involved in it are not well paid and others who tend to join or make teaching their career are ones without passion for it.
