CHAPTER ONE

INTRODUCTION

Background to the Study

Primary school education has been recognized as the bedrock of the nation’s educational system. This is aimed at ensuring mass literacy of all Nigerian children. The origin of primary school  administration in Nigeria dates back to the incursion of colonial masters (Europeans). The need to ensure mass literacy of Nigerian children became effective in 1955 when Chief Obafemi Awolowo became the governor of the western region.

Though the 1976 universal primary education (U.P.E) under president Obasasnjo (Ltd) touched the whole part of the country. School administration according to Emenike(2005) may be defined as the harmonization of men and material resources to ensure effective teaching and learning process in the school environment. It also involves the combination of the efforts of personnel and using appropriate materials in such a manner to promote accuracy, efficiency and effectiveness.

Alu, Eya, Odo, Ede, and Ugwu (2001) stated that administration is the process of utilizing men and material in an organization to achieve the goals for which the organization was established. This entails that administration is the coordination of human and material resources available in an organization. Osondu (2003) sees “administration as directing, controlling, and coordinating and also relating with individuals, that comprises the human element of that institution in such away that the purpose and goals of the individuals and the institution be effectively realized”.

The ultimate aim of any educational administrator should be to coordinate the human and material resources of the school hence Agha (2007) believed that “ planning  is a sort of system with a view to making the educational administrator put in his best by using the correct approaches and measures whenever he is dealing with people whom in one way or the other are directly involve in  educational  matters”.

In the school system, the job of the headteachers are planning, organizing, staffing, development of staff ,curriculum evaluation and instructional co-ordination as well as the concern for human relationship which has to do with trust, encouragement and ability to delegate. The school headteachers have to establish cordial relationship with both the teaching and non teaching staff, pupils as well as the members of the community where the school is situated.

However, the success of any primary school system depends on a large extent the head teacher’s managerial skills and leadership styles such as experience of an administrator, education, effective supervision and record keeping of an administrator. The pivot of this study is to assess the administrative effectiveness of primary school headteachers. The head should provide leadership, co-operation and co-ordination which will motivate staff and pupils to work towards goal attainment hence Castetter (1996) stated that the success of any institution is dependent on the collective performance of individuals within it.

Statement of the Problem    

In the administration of primary school, the headteacher tends to encounter many issues requiring his skills and knowledge to control for him/her to achieve administrative effectiveness. In the management of schools, human and materiel resources tend also to determine to a large extent the achievement of educational objectives. In the primary school, educational qualification of primary headteachers, lack of community  participation, inexperience of the head teacher, leadership style, school size, lack of motivation of staff and pupils, environmental factors and that of the training of the headteacher himself or herself.All these can make the administration of head teachers not be to effective. The problem of this study is to assess the effectiveness of primary school headteachers in Ishielu Local Government Area of Ebonyi State.

Purpose of the Study

The main purpose of the study is to assess the administrative effectiveness of primary school head teachers in Ishielu local government Area of Ebonyi State from which the following specific purposes are derived.

(1) To ascertain how the leadership style of primary school headteachers will influence administrative effectiveness.

(2) To examine how experience of the headteachers will influence administrative effectiveness.

(3) To assess whether the educational qualification of primary school headteacher will influence his/her administrative effectiveness.

(4) To assess whether the effective supervision of primary school headteachers will influence their administrative effectiveness.

Significance of the Study

This study was carried out by the researcher with a view to finding out how the administration of primary school headteachers will be effective in Ishielu local government area of Ebonyi State.

(1) The result of this finding will be of benefit to all headteachers in primary school. This is because it will go along way in helping them identify areas they have not been performing creditably thereby directing their administration towards that for effective task performance.

(2) The outcome of this study will equally be of immense importance to practicing teachers in primary schools because it will instill dedication in them and help them perform better when they assume the office as headteachers.

(3) The school community will equally benefit when the administration of primary school headteacher is effective. This is because the headteacher will ensure that cordial relationship exists between the school and the community through involvement of parent teachers association (P.T.A).

(4) The result of the finding will also be of immense importance to students because it will enable them to put more effort in their studies. The students of educational administration will also benefit because it will help them to understand the possible problems of school administration and be in a position to correct them when they will assume office as school administrators.

Scope of the Study

This study focuses on the administrative effectiveness of the primary school headteachers in Ishielu local government area of Ebonyi State. The administrative task which established the focus of this study includes:

Leadership style of a headteacher, experience of the head teacher, educational qualification of a head teacher and effective supervision of the primary school headteacher.

Research Questions

(1) How does the leadership style of headteachers influence their administrative effectiveness?.

(2) How does experience of the headteacher contributes to his/her administrative effectiveness?.

(3) How does the educational qualification of primary school headteacher contributes to the effectiveness of his/her administration?.

(4) How does effective supervision of primary school head teachers influence their administrative effectiveness?
