PROJECT TOPIC- ADMINISTRATIVE PROBLEM ENCOUNTERED BY PRINCIPAL IN THE IMPLEMENTATION OF STUDENTS PERSONNEL SERVICES IN SECONDARY SCHOOLS IN EBONYI STATE

Abstract

This research work was designed to examine the Administrative Problems Encountered by Principals in the Implementation of Students Personnel Services in Secondary Schools in Ebonyi State. Four research questions were formulated to guide the study. The researcher adopted a descriptive survey research design in carrying out this study. The population of the study comprised of342principals in the registered public and private secondary schools in Ebonyi State, the entire population was used the sample size. A researcher structured questionnaire was used to collect data which was validated by three experts; two from Educational Foundations and one from Measurement and Evaluation option of Science Education Department all in Ebonyi State University. The reliability of the instrument was tested using Pearson Moment Product Correlation which yielded the coefficient of 0.93. Statistical mean (X) was used to analyze the data collected. Findings among other things revealed; that, low academic qualification, inadequate finance, inadequate manpower, inadequate infrastructureconstitute problems to the implementation of student’s personnel services. From the findings the researcher recommended that; government should increase the educational budget and effectively fund secondary schools in the state and government should made provision for adequate qualify manpower, finance in the teaching sectors for effective delivery.Finally, suggestion for further studies was made.

CHAPTER ONE

INTRODUCTION

Background to the Study

Administration is an activity aimed at achieving a common goal and objectives (Lunenburg 2010). Management of the day to day operation of a school is essential. The leadership, though, is how we are going to make the system work better? Leaders ask questions such as: What business are we in? What is it are we trying to do? How are we going to put all of our resources together? So leadership is knowing what to do best and using all of your available resources.

Thus principals work with students, teachers, parents and other school stakeholders to set out organizational structures and help develop other people in the school by delegating and very carefully monitoring the management function in the school, (Lunenburg 2010).Egwu (2001) stated that administration is the system of knowledge whereby man may understand relationship, predict result and influence outcomes in any situations where men are organized at work together for a common purpose.

One of the primary objectives of administration in any organization is that of coordinating the efforts of the people towards the achievement of its goals. Nsiregbunam (2000) defined administration as the careful and systematic arrangements and use of resources (human and material), situations and opportunities for the achievement of the specific objectives of a given organization. This predisposes that administration normally exists in every human organization that has goals to achieve.

The success depends on how the management or the administrator with the effort of the employees cooperate to achieve the goals of the organization. Thus the practice of administration is old as when man started organizing to achieve his goals. The Nigerian educational industry as we know it today stated with the establishment of primary school by the missionaries, then glaciated to the founding of secondary schools.

The missionary schools were simple in structure. A church building serried as the school, the curriculum was marrow emphasizing mainly religion, reading, writing and arithmetic. The pupils were in number. There was little planning and most teachers were unqualified. Today, the educational system has become more complex, the aims and objectives for setting up educational institutions have been widened, new subjects have been introduced with a view to meeting the critical needs of the Nigerian society.

There has been rapid explosion in the number of children very eager and desirous to receive post primary education. Investment in Education by the various governments of the federation especially in Ebonyi State varying degrees of qualification are found at the primary, secondary and tertiary levels of the educational system. The unprecedented growth in all facets of the educational system calls for effective students’ personnel services if the objectives of education are to be realized.

The head of school suffered a lot of setback in the area of inadequate finance, lack of manpower, infrastructure, inadequate supervision, leadership style adopted and low academic qualification, Alabi (2010). Students’ services supplement teaching and learning which normally take place in the classroom. If the student’s services are not adequately provided and supervised, their effects may have disastrous consequences on the education programme.

The principal directs student, services in his school. These services include the followings school attendance and its related problems, orientation of the new students especially those who are entering secondary school for the first time, admission, classification, assignment of students to an educational programme, evaluation and reports on students progress, supervision of students, discipline, guidance and counseling programmes, health and safety programmes and the personal social and emotional adjustment of student.

No principal alone can give these services to the dents. They have to delegate some teachers to perform some of these functions. The services of guidance counselors will be required for effect execution student personnel administration. When policies on students’ personnel services made, they need to be implemented in the course of the implementation, principals encountered several administrative problems, which are what this study is out to investigate.

Statement of the Problem

Often during student’s unrests, students damage school property and those of the teacher, principals and staff. A situation where such exist a very serious problem is in those secondary schools some times, this could be attributed to lack of administrative acumen in some principals. Principals and teacher to not develop time to interact with the students to actually know their plights.Principals to not care if the students are lacking in academic basic amenities or provision of in fractures.

When there is no trained teachers to guild and in addressing the students in their learning pursuit than the administration is bound to be faculty in implementation of students personnel services. In fact literature reviewed in our secondary school system, majority of that the teachers are appointed to their position mainly by qualification and experience and without formal training or orientation in school administration which is effective the students learning.

Purpose of the Study

The purpose of this study is to find out the administrative problems encountered by principals of post primary school in the implementation of personnel services in Ebonyi State. The study specifically sought to:

  1. Ascertain whether low academic qualification of teachers constitute problems to the implementation of student’s personnel services.
  2. To find out how inadequate finance constitutes an obstacleto proper implementation of students’ personnel services.
  3. Ascertain how inadequate manpower affect the implementation of student’s personnel services.
  4. To find out whether inadequate infrastructurecauses administrative problems to principals.

Scope of the Study

The study covers the problems encountered by principals in the implementation of student’s personnel services in secondary school inEbonyi state with special focus in secondary education in Ebonyi State.

Significance of the Study

The successful completion of the study will be of immense significant to educational planners and policy makers in both the ministry of education and state secondary education board.

This work will also be of value to all educational practitioners, because it will help them identify the problems that hinder the successful implementation of the educational policy.

The study will equally be of importance to teachers because someday they will find themselves as school heads, so they need to have some knowledge of administrative skills. Even as classroom teachers, they would posses leadership skills that after students and learning situation positively. The work will serve as a research material to both students of personnel administration and general public.

The recommendation of the researcher may contribute to the efforts at solving the problems encountered by principals in the implementation of students personnel service in secondary school in Ebonyi State.

Research Questions

The following research questions were formulated by the researcher to guide the study.

  1. How does the low academic qualification constitute problems to the implementation of student’s personnel services?
  2. How does inadequate finance constitute an obstacle to proper implementation of student’s personnel services?
  3. How does inadequate manpower constitutes problem in the implementation of student’s personnel services?
