PROJECT TOPIC- ADMINISTRATIVE PROBLEMS FACING PRINCIPALS OF SECONDARY SCHOOLS IN EZZA SOUTH LOCAL GOVERNMENT AREA OF EBONYI STATE

Abstract

This project borders on the Administrative Problems Facing Principals of Secondary Schools in Ezza South Local Government Area of Ebonyi State. It comprises of five chapters and each of the chapters has its own subsection. The purpose of the study is to identify some of the administrative problems facing principals of secondary schools in Ezza South local government area of Ebonyi State with the intention of

suggesting possible solutions to the problems. The causes of problems were also examined. Some of the difficulties affecting government and principals in a bid to establish proper administration of secondary schools were also investigated. In chapter two, some of the problems were identified such as lack of finance and lack of cordial relationship among members of school organization. In chapter three, survey

design was used to find out the administrative problems facing the principals of secondary schools in Ezza South local government area of Ebonyi State. A sample of 225 subjects, which consists of principals and teachers of 15 secondary schools were used for the study. Data were collected by the researcher and validated by two experts in educational administration and my project supervisor. In chapter four, the

results were presented in tables and analyzed using mean scores. From all the information gathered, the  following recommendations were made. The inadequate funding of secondary schools in Ezza South local government area of Ebonyi State should be tackled. Other problems like absence of principal and staff communication gap, existence of conflict and late payment of teacher’s salary are all rated at the same level with inadequate funding.

CHAPTER ONE

INTRODUCTION

Background to the Study

The aspiration and common goal of any organization is measured by her administrative index. This administration should not be a verbal expression. It must be pragmatic and integral in nature rather than theoretic. Administration is to an organization like school, establishment, industry, hospital and the church, etc. in modern times it is becoming increasingly clear that experience alone does not constitute a valid basis for administering the school of today.

Certainly, administration be it business administration, public administration and educational administration are characterized with a lot of problems which are associated with lack of planned development, inadequate fund, poor and unqualified administrators, workers or staff attitude towards their work, etc. These problems contribute in retarding the smooth function of administration.

Nwankwo (1981) is of the view that educational administration I the process concerned with using methods, principles and practices to establish, develop and execute the goals, policies, plan and procedures necessary to achieve the objectives of education. With the above explanation, one should realize that for a proper administration to take off many group of individuals have to be incorporated into

administration, such groups as staff and students, parents, community an the state school education board. The administration of schools in Nigeria is as old as education itself. Even before the arrival of missionary societies in Nigeria administration of education has been in existence in the native Africans. The rulers and elders of various societies have always had a way of bringing children together to share

knowledge. Such knowledge acquired will make them become functional members of the society. According to Ehiametalor (1985) the study of school administration is relatively complex because of the several constituencies the system has to deal with. school problems required careful planning and strategic management. The problems involved manpower, production effectiveness, remuneration

system, methodological approach cost and benefit weighing and decision making. These aspects pose problems that needed strategic answer to resolve and implement. The school administrator like his business counterpart is faced with a multiplicity of problems. Although the school administrator is not faced with profit maximization problems, he is troubled with the management of available resources for

goal achievement. The school administrator is often faced with difficulties of students and staff indiscipline, absenteeism, lack of interest in work, cheating in examination and poor staff morale thereby short coming need to be resolved. The principals cannot be isolated from the various roles and responsibilities demanded by the job. The job of a principal is so intricate that it is difficult to define

certain qualitative terms. He is a leader, a consultant, an inspector, a public relation officer and above all a bureaucratic machine. School must be properly administered and managed if the plan will succeed. The management of school cover the physical plan, teachers personnel, students personnel, community and other bodies which have relationship with the school. Efficient management of the school will help to reduce wastage, students riots, teachers output and the general lowering of the tones of the school through discipline of staff and students.

Statement of the Problem

In many secondary schools in Ezza South Local Government Area of Ebonyi State, administrative problems have been the major factors affecting the smooth running of secondary schools. Different organizations have been identified with various administrative problems and secondary schools in Ezza South Local Government Area of Ebonyi State as an organization is not left without any administrative problems.

However, this research work attempts to find out the administrative problems facing the principals of secondary schools in Ezza South Local Government Area of Ebonyi State.

Purpose of the Study

The purpose of this study is to find out the administrative problems facing the principals of secondary schools in Ezza South Local Government Area of Ebonyi State. Specifically, the purposes of the study are to:

  1. Identify inadequate funding of secondary schools as one of the administrative problems facing principals of secondary schools in Ezza South Local Government Area of Ebonyi State.
  2. Examine how absent of cordial relationship between principals and staff constitute problems to administrative function of secondary school principals in Ezza South Local Government Area of Ebonyi State.
  3. Investigate how communication gap can hinder proper administration of secondary school principals.
  4. Examine how the incapabilities of secondary school principals affect the administration of secondary schools in Ezza South Local Government Area of Ebonyi State.

Significance of the Study

The study will be of great use to the government organization, school administration, teachers, education planners, students and parents. The importance of mutual co-operation between the principal, staff and the community matters because if the co-operation of these groups are denied, it must affect the students’ performance who are the prerequisite for determining the degree of learning that has taken place. The final analysis will affect the student who must be evaluated irrespective of how not well the syllabus has been covered. More so the principals, staff, community, parents, staff, school board and all that are concerned in the administration of secondary schools not only in Ezza South but all over the country. Some of the facts may be of help to the national council of education (NCE) in making its recommendation to the government for proper problem solving.

Finally, this study will also provide useful information and guide that will be of immense benefit to the student who may wish to carry out related investigation on this study.

Scope of the Study

The study is limited to all secondary school principals in Ezza South Local Government Area of Ebonyi State.

Research Questions

The following research questions guide the study;

  1. To what extent does inadequate funding of secondary schools pose problems to proper administrative function of secondary school principals?
  2. To what extent does absent of cordial relationship between principals and staff constitute problem?
  3. How does community gap hinder proper administration of secondary school principals?
  4. To what extent does incapabilities of school principals pose an administrative problem to secondary school administration?
