CHAPTER ONE

INTRODUCTION

1.1     Background of the Study

The application of Information and Communication Technology (ICT) in teaching has become imperative in all aspects of University administration especially, in Ebonyi State University (EBSU), Abakaliki. ICT indeed has become the gateway to modern information, skills and manpower development in state-owned institutions. In this vein, Kirschner and Woperies, (2003) emphasized that Information and communication technology has the potential to accelerate; motivate and engage EBSU students in learning; help to relate practical school experiences to work practices, helps to create economic viability for workers; contributes to radical changes in university administration; and provides opportunities for connection between the university and the world in general.

So, information technology is not an end in itself but a very important tool in human hands for the provision of accurate information, information processing, storage and distribution. Such an important tool according to Nsirim and Ovuru (2003) wherever in use, affects the structure, the activities and demeanor of people within and around Ebonyi State University (EBSU). Effective teaching and learning in Nigeria before the coming of information and communication technology has been described as traditional method of teaching which was characterized by the old chalk and talk method.

It also involved the face- to- face approach to teaching and learning where the teacher sees himself as the center point of teaching (Akude, 2004). However, the introduction of ICT lays emphasis on participatory and problem solving in teaching and learning and involves critical thinking and exchange of ideas by different scholars, hence, the introduction of computer in teaching and learning process in some departments in Ebonyi State University (Alalibo, 2006).

ICT is a critical tool in preparing and educating students with the required skills for the global workplace. ICT makes it easier for EBSU students to access knowledge. ICT is regarded as an engine for growth and tool for empowerment, with profound implications for education, change and socio-economic development. University lecturers, parents as well as education policy makers are central forces in tapping the learning opportunities created by the introduction of ICTs.

They hold the key to what and how teaching and learning takes place at schools and in the communities (Mankilik and Agbo, 2006). Generally, ICT holds out the opportunity to revolutionize teaching methods, expand access to quality education and improve the management of education system (World Bank, 2002). The main purposes of ICT in Ebonyi State University consist not just in the development of the teaching and learning process that allows students to both successfully apply the existing knowledge but to produce a new knowledge that will enhance the development of the university in general (Shavinina, 2007).

It is an established fact that increasing capacity of ICT on teaching has further been empowered by the growth of a global network of computer networks known as the Internet. It has also impacted on the way businesses are conducted and has facilitated learning and knowledge sharing, generated global information flow, empowered students, lecturers and the general community in ways that have redefined governance, and has created significant growth resulting in a global information society.

Egomo; Enyi and Tah (2012) posits that effective ICT application in Ebonyi State University provides opportunities for schools to communicate with one another through e-mail, mailing list, and chat rooms etc. It also provides quicker and easier access to more extensive and current information and it can be used to do complex mathematical and statistical calculations in the university.

The management of EBSU involves the achievement of intended outcomes through the allocation of responsibilities and resources, monitoring of their efficiency and effectiveness, and good administration which is the implementation of authorized procedures and application of system to achieve agreed results. Thus, the universal idea of University as a community of scholars, free to pursue knowledge without undue interference from any quarters comes to fore (Banjo, 2001).

Universities are recognized as centers of excellence, where knowledge is not only acquired, but also disseminated to those who require them. Hence, a properly packaged ICT environment is needed in all tertiary institutions to handle effective teaching and learning and administrative matters such as providing government reports, justification and accountability, handling of increasing enrolment students records and timely release of results in Ebonyi State University (EBSU).

Universities possess huge amount of data and information. Examples of such data and information are correspondences, accounting documents, personnel files, pay roll, minutes of meeting students’ registration, and examination records, inventory of facilities, budgetary information, list of courses offered, time-tables for lectures. Accurate and timely availability and use of information on these would reduce the common problems of University administration in EBSU (Longe and Agabi, 1990).

It is therefore against this backdrop that the researcher wishes to examine the application of Information and Communication Technology (ICT) on teaching in Ebonyi State University with particular reference to some selected departments in (EBSU) Abakaliki.

1.2     Statement of the Problem

Ebonyi State University as agents of development in Nigeria education system plays key roles in the field of ICT. Consequently; much is expected from them to provide effective management in the application of information communication technologies in addition to scholarly research and community service. Burnett, (1994) posits that “the pace of technological revolution and emergence of a knowledge-based society can change the traditional role of the teacher and the students”.

Traditionally, the teacher used to be the source of knowledge for the students. There are some cooperation among students to explore new knowledge. In many cases, the teachers do not posses adequate knowledge to supplement the view of the student and the main source of knowledge which has an overall impact on the development of learning abilities among EBSU students in university administration.

Thus, at present; in a number of cases the student is more informed than the teacher as a result of ICT facilities (Burnett, 1994). However, in Nigeria tertiary institutions, there are challenges confronting the application of ICTs in teachers training institution and in the education process in general. These challenges include limited ICTs infrastructure (in terms of facilities and competent staff); lack of information and information illiteracy in teachers and teacher-trainee, technophobia, poor or non existence of internet connectivity, inadequate learning resources including related educational tools; attitude of teacher-trainees and teacher trainers which indicate gross lack of independent learning skill and reluctance to take responsibilities for their own learning; software licensing and highly prohibitive costs associated with it, maintenance and technical support as well as poor power supply in most part of the country.

From the forgoing, it is distressing to observe that Nigeria falls below expectations regarding the use of ICTs in general and particularly in instructional/ learning activities. Fundamentally, the slow access to basic ICT equipment, low interconnectivity and lack of computer has affected teaching and learning in Ebonyi State University. Thus, this problem pose a serious challenge to Ebonyi State University in areas such as results computation, exams, student’s record management, library services, financial management, registry, personnel records and more especially, in teaching and learning.

The available infrastructure such as CD-ROM for ICT use in Ebonyi State University is grossly inadequate in achieving effective teaching. Students still visit internet outside the campus because of too much demand on the internet on-campus. Lack of skilled and competent ICT lecturers, pose another serious challenge in Ebonyi State University. In the light of the above, one of the most commonly cited reasons for using ICT in teaching has been to better prepare the present generation of students for a workplace where ICTs, particularly computers, internet and related technologies are becoming more and more ubiquitous (Matsepe-Casaburri, 2003). Hence the researcher deemed it fit to investigate the application of Information and Communication Technology (ICT) for effective Teaching in Ebonyi State University using some selected departments in (EBSU) Abakaliki as a study center.

1.3     Objectives of the Study

The broad objective of this study was to analyse the use of Information and Communication Technology (ICT) for effective Teaching in some selected departments of Ebonyi State University with a view of achieving higher performance. However the specific objectives of the study included to:

  1. Determine the degree to which ICT infrastructure such as computer CD-ROM affects teaching of ICT courses in some selected departments in EBSU to enhance ICT teaching effectiveness.
  2. Determine the relationship between internet connectivity and ICT teaching in some selected departments in order to enhance teaching capabilities in EBSU.
  3. Access the challenges of the quality of ICT infrastructure on ICT teaching effectiveness in Ebonyi State University institution.

1.4     Research Question

The researcher posed the following questions to guide the conduct of the research:

  1. To what extent do ICT infrastructure such as CD-ROM affects teaching of ICT courses in some selected departments in EBSU to enhance ICT teaching effectiveness?
  2. What is the relationship between internet connectivity and ICT teaching in some selected departments in order to enhance teaching capabilities in EBSU?
  3. Are there challenges on the quality of ICT infrastructure on ICT teaching effectiveness in Ebonyi State University institution?

1.5     Research Hypotheses            

The researcher hereby formulates the following hypotheses:

HO1    There is no significant degree of ICT infrastructure such as CD-ROM in Teaching of ICT courses in some selected departments in EBSU to enhance ICT teaching effectiveness.

HA1    There is significant degree of ICT infrastructure such as CD-ROM in Teaching of ICT courses in some selected departments in EBSU to enhance ICT teaching effectiveness.

HO2    There is no significant relationship between internet connectivity and ICT teaching in some selected departments in order to enhance teaching capabilities in EBSU.

HA2    There is significant relationship between internet connectivity and ICT teaching in some selected departments in order to enhance teaching capabilities in EBSU

HO3    There are no challenges on the quality of ICT infrastructure on ICT teaching effectiveness in Ebonyi State University institution

HA3    There are challenges on the quality of ICT infrastructure on ICT teaching effectiveness in Ebonyi State University institution.

1.6     Scope of the Study

The study focused on ICT material/ infrastructure on both the lecturers and students in some selected departments in Ebonyi State University Abakaliki as a study center.

1.7     Significance of the Study

This work was meant to contribute to the existing knowledge in the study of information communication technology (ICT). It will serve as a reference point for scholars in understanding the issues involved in the application of ICT on teaching and its impact in the development of Nigerian tertiary institutions in general and Ebonyi State University in particular. Thus, this study is oriented towards providing a panacea to the problems that confront the proper application of ICT in teaching and learning in the development of our education system.

This will have a significant effect on the existing lecturers/ intending academics, students and university administrators. Above all, this study will help the public and the government to have an insight into the impact of ICT application on teaching in the development of our tertiary institutions. It is meant to provide a guide to University management on the need to encourage the use of ICT in the management of modern university administration in Nigeria.

  • Limitations of the Study

A study of this nature cannot be successfully completed without the researcher experiencing some constraints or limitations. To this end, one of the major setback as experienced by the researcher was inadequate time. The limited-time allotted for this study did not permit for a detailed review of related materials. The research work was also limited by inadequate finance. The research could not visit other state owned universities and tertiary institutions in other states where such related materials would have been sourced.

The time allotted for the research as earlier stated equally exacerbated the situation. Constant seize of power supply and student been off and on from school because of ASUU strike, etc. The uncooperative attitude of some of the respondents (especially the academic staff of the institution and some students) as it affected the completion of the questionnaire administered to them, posed a serious problem to this research. These limitations, notwithstanding, the researcher did her best by surmounting them to come out with acceptable result.
