CHAPTER ONE

Introduction

  • The background to the study

The parents – Teachers Association is now a permanent feature in all post primary institutions in the country. Everywhere in Nigeria they are in deep and healthy competition trying to excel one another in the management of schools. But this situation had been live at the onset. The parents-Teachers Association as a body and complement of school management was century the Association started as the national congress of parents and teachers (Emeakaraoha 1997) since both Bimey is thus credited to the country (America).

The Association like most human endeavors that originated in the Western world. Africa and in fact Nigeria benefited immensely. The spread was gradual with the role and functions changing over time and place. The body emerged later with its present nomenclature of parents/Teachers Association thus embracing wide variety of functions which included participation in curriculum development, setting up standard for schools and taking part in vital policy decisions of immerse relevance to schools in the united states of America. Udemadu (1996), Miller and Spalding (1958) outline four main objectives of the parents-Teacher Association thus:

  • The promote the welfare of the children and youths in home, school, church, and community.
  • To secure adequate laws for the care and protection of children;
  • To bring into closer relationship the home and the school;
  • To develop between educators and the general public such united efforts as well secure for every child the highest advantage in mental social and spiritual education.

In Nigeria, with the introduction of formal education community involvement in schools, it was the particular mission adherents that activities. For that made both moral and financial contribution to the running of the schools usually the churches served as the fora for spreading information on school activities. Later, with the participation of the government/colonial inclusive the size of community participation increased and diversified.

At the end of the Nigeria civil war in 1970, the administration of Mr. Ukpabi Asika took over the control of all primary and post institution in the East central state of Nigeria. The situation has not changed much no as voluntary agencies are still clamoring for the restoration of their schools while the teachers through their organization, the Nigerian union of teaches are vehemently opposed to any reversal of the states quo. The government of East central state while taking over the schools enacted the public Education Edict of 1970.

The Edict defined the composition and functions of the parents-teachers Association of schools in the state. Thus the Asika administration of then East Central state may be credited with formal and legal creation of the parents/teachers association in Nigeria other state took the cue and before long all the states in Nigeria had taken over control of the schools within their area.

In recent times there has been advertisement in both the point and electronic parents/teachers Association. This group of individuals across states in their composition. The most intractable problem encountered in school heads complain so persistently that one may even be led to think nothing happens any more in schools. It is therefore now more than ever before that the parents/teacher Association is expected to roles.

Most parents are known to leave everything about the training of their children to the schools. This attitude can be attributed to the fact that as a result of the economic problem in the country, many breadwinners now search for opportunities to make ends meets such search may lead to situations where parents do not have the time to monitor the academic work of their children.

The schools through the teacher also seem to have abandoned this and parents operate within the same economy. The teachers also share the financial difficulties experienced by parents thus this period calls for a more vigorous expression of the parents/teachers association. Specifically speaking, the public Education Edit of 1970 enumerated three basic functions of parents/teachers association as follows:

  • To provide a bridge between the home and schools.
  • To assist the Board of Governors in ensuring cordial relation between the school and the community.
  • To give moral and material assistance to the schools.

These objectives to be achieved require the active co-operation of both the teachers/parents of the schools it is only when both parties se the other as a necessary complement that the objectives may be realized.

  • STATEMENT OF THE PROBLEM

The objective of establishing a parents/teachers association for each school has been identified above. The Associations function as public information medium one expects that the association in each school will ensure the development of the schools around will show that many parents/teachers associations are known by the levy impose on schools each term. This levy known as the PTA levy seems to have the only manifestations of the presence of the association. Thus being the case cannot be used as a yardstick for measuring the effectiveness of the association.

The problem of this study is therefore to find out whether the parents/teachers association in post primary schools in Effium local government area live up the required expectation of making teaching and learning effective in the areas of conflict between the teachers and the parents in their guest to carry out these roles.

  • PURPOSE OF THE STUDY

This are the roles of the parents teachers association in the management of post primary institution.

  • Identifying possible areas of conflict between the teachers and the parents in exerting their roles in the association;
  • Evaluating the performance of PTA as an agency in school management an
  • Proffering suggestions on how best to remedy and inadequacy that may be affecting the realization of the objectives of the parents/teachers Association.
    • THE SCOPE OF THE STUDY

This study covers all the post-primary schools in Effium local government area is bounded with Idoma local government area under Benue State as well have common boundary on Ebonyi local government area, Ebonyi Sate and Ohaukwu local government area Ebonyi State.

The study aims at identifying the functions of parents/teachers Association in Effium local government area in advancing teaching and learning in the area.

  • SIGNIFICANCE OF THE STUDY

A study of this nature is significant in many respects. First a critical evaluation of the parents/teachers association in school management will show whether the association is performing such roles creditably where the performance is not satisfactory, this project will proffer suggestions. Also information gathered in this study will be useful to parents and teachers alike.

Each institution will not only have its sphere of influence highlighted but will also have the opportunity to appreciate the influence and role of the other. Such understanding will greatly help to arrest the conflicts that do necessarily come up between hinges on solving the problem of education in the country. Finally, the society will be a better place if the parents/teachers Association works harmoniously together. This will enhance very effectively the work of the achievement of our educational objective.

  • RESREACH QUESTIONS

In carrying out the study a member of questions have been raised. These includes:

  • How well has the parents/teachers Association in Effium local government area performed their functions?
  • What problems militate against the realization of these educational objectives as stated?
  • How far has the existence of parent/teachers association in our post primary schools advanced efficient teachers and learning in secondary school in Effium local government area?
