CHAPTER ONE

INTRODUCTION

1.1     BACKGROUND TO THE STUDY

 The period after the civil war in the early 1970’s witnessed an acute social decadence and moral laxity, which culminated in high degree of indiscipline and juvenile delinquency. The change was fast and the method of achieving our goals become fraught with vices father than virtues. At home, in school and place of work there was a desire to look for shortcut whether this was morally good or not so long as there was

some benefits. This society has relapsed into the philosophy of “the end justifies the means”. Because of the social decadence in all fabrics of the nation’s life, the Gowon led government was toppled and the regime of Murtala Muhammed was ushered in which carried out a national purge of ministries and paratastal including heads of institution of learning.

The Obasanjo’s government was the offshoot of the Murtala’s regime, which continued the process of sanitizing our social life. Obasanjo (1978) in his New Year speech describe indiscipline as “Canker worm that has eater deep into the fabric of our society. Since the purpose of this research is limited to causes and control of indiscipline in secondary schools, the researcher will attempt to limited the essay to that area for this purpose.

We will take a working definition of indiscipline as a deviant and delinquent act, which contradict the acceptable norms in schools. This act includes lateness to school or lack of punctuality, non conformity with the rules and regulations, poor attitude to school work and assignment, cheating and examination malpractice, drug addiction, cultism and other crimes like hooliganism, rape, rioting etc.

The list is endless. Our media is replete with some screening headlines of horrible things in our institution of learning especially secondary schools. In June 1995, pupils, in secondary school were reported to have carried out violent protest in Edo state capital, Benin City. The same thing happened in Ile-life when principal of Seventh Day Adventist  Secondary school was arrested by the administrator of the sate for his permissiveness in allowing the students, to embark on protest.

The aged principal did not survive the trouble as he died shortly after that. The recent crisis between Nguzu Edda and Ekoli Edda was triggered off by our secondary school students, which has consumed both human being and other resources. The social ill has been blamed parent and the poor up bringing of children.

The home is the primary source of socialization and therefore play a prominent role in the behaviour of the child. The family is the oldest human institution from which, discipline sterm from. It provides the training care, protection and rudiment of social skills, which the member, transmit to other younger members of the family.

Toilet training, feeding habits, courtesy, tolerance, self-control, obedience, respect and sympathy for others are learnt in the home. The child spent the greater part of the time at home especially when he is below eighteen years and other members of the family. The family provides support in time of distress, misfortune and the motivation to achieve.

Onyehalu (1988) pointed out that the present African family is a hybrid between the traditional and western practices. Mother are now working and this reduces the degree of contract the have with their children especially during the early formative years. It follows that what parents directly or indirectly do influence the behaviour of the child.

If a child has some emotional stability, the child no doubt of would be amendable to discipline and control. The behaviour of student in secondary school these days have become one that has aroused public attention and condemnation that if nothing drastic is done to stem the trend it will lead to total break down of law and order.

  • STATEMENT OF THE PROBLEM

The effect of indiscipline in our country cannot be ever emphasized in its chain reaction especially in the credibility and confidence of certificate obtained from our institutions. Every year report and data are available of cases of examination malpractices and cheating. The most cases has led to the seizure of result of some innocent candidates.

The disturbing nature of this problem is that there now exist some syndicates in examination manipulation. It is quite alarming to hear that highly placed officials are involved in aiding and abetting this misconduct. Last year National Examination council (NECO) a principal was caught and demoted for being involved for examination malpractices.

In community secondary school Nguzu Edda which is one of my test institution was made an examination center for the external or private West Africa Senior certificate Examination, a student drew out a pistol when a colleague could not release to him immediately a prepared script from home. In another school, secondary technical school, Ekoli/Nguzu Edda, school candidates were alleged to have contributed money

for teachers to help them write the examination, this is in addition to registering of external candidates who have not attempted any secondary school the first time. This shows an active connivance by the school authorities because they would want their schools to top the list in the local government. In community secondary Nguzu, students are often found loitering in uncompleted building during school hour abandoning their class work.

Some female students have formed it as a gang for not wearing bra just to intimidate the male teachers especially during the time of examination. All these big for nothing girls always move to school with extra dresses and redress while lesson moving on in the class and traveled to unknown destination. In some cases both the boys and girls are seen taking drugs ranging from Indian hemp to alcohol.

The questions that readily come to mind is whether anyone is doing anything to arrest this ugly trend in our secondary schools. It is an uncontroversial fact that parents are more concerned about bread and butter than the discipline of their children. The government seems more concern with political and economic changes than the moral discipline of children in secondary schools. The teachers on their part hardly command any respect from their students because of their social and material status which underrates them in the society.

  • PURPOSE OF THE STUDY

The main aim of the study is to determined the main causes of indiscipline in secondary school in Afikpo South Local Government Area, and the way in which indiscipline can be eradicated in secondary schools. The findings of this research will further lay bare the statistic of the degree of indiscipline, their nature, causes and control for a healthy future, which we all agree belong to the youths who are they young ones in schools.

The concept of moral and citizenship education should be inculcated so that discipline become the watch ward. Secondary schools constitutes the formative stages of the youths the basic foundation for a good nation. And also to find out the types of administration that exist in secondary schools, and to make suggestion/recommendation from findings, which will lead to a peaceful, health environment for suitable learning. Meanwhile the eradication of indiscipline in our secondary, is not a work which one person can handle rather every person should make a contribution to this ugly incident in our secondary schools these days.

  • SIGNIFICANCE OF THE STUDY

Identification of problem is the first step to its solution. Meanwhile this study is very, very important because indiscipline has become a dare devil in our society. With he causes discovered and controlled or eradicated there is no doubt our nation will get a pride of place in the community of nation where virtue in achievement is reversed and respected.

Furthermore, with the help of this research parents, teachers, principals and government will know that it is because of their negligence that indiscipline in secondary schools is increasing everyday. The study will be useful to parents, school heads and teachers even government who are concerned with controlling of indiscipline in schools, there will be conducive atmosphere for teaching and learning. This project will also serve as a source of literature review for future research.

  • SCOPE OF THE STUDY

This investigation is limited to secondary school in Afikpo South Local Government Area of Ebonyi State. The research survey was restricted to five secondary schools. The schools are:

  1. Community Secondary school, Nguzu Edda.
  2. Technical Secondary school, Ekoli/Nguzu Edda.
  3. Girls High School, Ekoli Edda.
  4. Ebunwana secondary school, Ebunwana Edda.
  5. Umunna Comprehensive School, Ogwuma Edda.
    • RESEARCH QUESTIONS

For the purpose of this research work, five research questions are formulated or drawn for the study.

  1. To what extent can indiscipline in secondary school be traced to poor home up bringing?
  2. Does peer group influence contributed to indiscipline in secondary schools?
  3. How does lack of purposeful leadership in our school is contribute indiscipline in our schools?
  4. To what extent does teacher behaviour contribute to indiscipline in our secondary schools?
  5. What are the curbing strategies in controlling indiscipline in secondary schools?
    • DEFINITION OF TERMS

Indiscipline: Indiscipline can be defined as delinquent act, which contradict the acceptable norms and norms in schools.

Discipline: Discipline is the training of mind and character to produce self-control, habit, of obedience. Discipline can also be defined as systematic training through education in accordance with rule and regulation. Discipline simply implies conformity.

Society: A society is a group of individual living in a community who share common interest, believes and culture. It can also be defined as community of people living in a particular country or region and having share customs, law organization etc.

Parents: Parents is the combination of both father and mother. It also simply means father and mother.

Education: Plato defined education as the training, which is given by suitable habit to the first instinct of virtue in children, when pleasure and pain are rightly implanted in non-rational souls. The particular training in respect of pleasure and pain, which lead you to hate and love what you ought to hate and love is called education. R.S. Peter (1981) education is the training of what is worthwhile to individual to make them knowledgeable and contributing of the society.
