In all suggestions for further studies were made.

CHAPTER ONE

INTRODUCTION

Background to the Study

Nowadays, employers of labour are keen on recruiting Business Education graduates who have the competencies to function with minimum supervision. Business Education graduates recruiters look for specific job competencies and skills. These are what they have judged a graduate needs to do the job in their organization. Universities across the globe are increasingly required to produce highly skilled and competent graduates who are able to respond to the ever changing and complex needs of the contemporary work place (Weil, 1999; Sleezer et al; 2004 Possa, 2006).

In addition to this, the rapid expansion of higher education across the globe over the past two decades has resulted in questions being raise about the quality of the graduates’ needs of the employers (Teidler, 2003; Elias and Purcell, 2004). Indeed, serious concerns have being expressed about an increasingly wide ‘gap’ between the skills, capabilities of graduates and the requirements and demands of the work environment in an increasingly mobile and globalized society (King, 2003, Yunus and Li, 2005).

Osuala (2012) Business Education is designed as a combined acquisition of skills and competencies capable of helping participants to fit into specific job situation hence grow on their career line. It is the type of education that provides courses for self-reliance. It is a total activity, which is planned, organized and evaluated in order to prepare youths to meet the technical and economic needs of the society.

Historically, business education has played an important role in the manpower development of nations. Business education reflects previous education and experience, carries needed learning goals and personal aspiration of students. In spite of the high rate of demand for secretaries, typist, clerks and receptionist and introduction of 6-3-3-4 system of education, students still need competent teachers to handle business education courses that will enable them fit in this possible position and graduate individuals with the needed competencies for job placement.

Competence is a  cluster  of related  abilities ,  commitments ,  knowledge , and  skills  that enable a person (or an  organization ) to  act  effectively in a  job  or situation( Hornby, 2008). Competence indicates sufficiency of knowledge and skills that enable someone to act in a wide variety of situations. Because each level of  responsibility  has its own  requirements , competence can occur in any  period  of a  person’s  life or at any  stage  of his or her  career . It is the  capacity  of a person to understand a situation and to act reasonably. According to Falana (2015) competency is the combination of observable and measurable knowledge, skills, abilities and personal attributes that contribute to enhanced employee performance and ultimately result in organizational success.

University Business Education graduates by their education and training need to possess the relevant competencies in accounting, communication, marketing, information and communication technology, human relation; competencies that will enable them establish and run their own businesses successfully even in the area of job placement, they will be extremely needed in any organization because of the competencies acquired in school. For a Business Education graduate to secure, maintain and sustain a job, the graduate needs more than manipulative skills, (Onoyovwi, 2015).

Serving and student-teachers need to be competent in the use of ICT and also to be able to critically evaluate strategies for the acquisition and the appropriate application of Computer Study in diverse curriculum area (Robbin, 2009). Major Computer competencies required by teachers were highlighted by Kirschner and Woperies in Falana(2015) to include: competency in making personal use of computer; mastery of a range of educational paradigms that make use of Computer; competency in making use of ICT as minds tools; and competency in using computer knowledge as a tool for teaching and competency in mastering a range of assessment paradigms which involves use of computer in any offices.

Despite the importance of competencies on employability of fresh graduates in Nigerian labour market, it is unfortunate that responses of employers of labour on competencies on the use of modern technology by recent graduates reveal that these skills are lacking. Corroborating this fact, Williams (2015) reported that graduates are deficient in transferable skills required of the workforce in the era of modern office management.

Tymon (2011) added that employers view that graduates are not yet ready to enter and face the complexities and challenges of the world of work in the era of modern technology. To help students, universities have come under intense pressure to review their curricula so as to equip students with more than just academic skills (Abdul, 2014). This opinion was also shared by Singh and Singh (2013) who maintained that employers have urged universities to make more explicit efforts to develop the ‘key’, ‘core’, ‘transferable’, ‘soft’, ‘employable’ and/or ‘generic competencies needed in many types of employment. This scenario prompted the researcher to investigate into the competencies needed by Business Education graduates for job placement in Afikpo North Local Government Area of Ebonyi State.

Statement of the Problem

The problem of this study therefore is that Business Education graduates seem to lack the basic competencies needed for job placement. Business Education being a skill discipline requires a lot of equipment and resources. Being new in our educational systems, it was boldly neglected in the past till today; it has not been given its rightful place in our curriculum. There is shortage of qualified business education teachers, only few handle the business course.

The effect of shortage of qualified graduates has adversely affected students with interest in the area. Consequences upon all are: production of half-baked graduates that lack the competencies for job placement, graduates lack of skills for self-reliance and incessant rate of unemployed graduates in the country which has resulted to youth’s restiveness. There is also great problem as most teachers are those who are not fully measured in Business Education courses.

That is, they are non-business education major. Even some of the teachers with specialization in business have neither the pedagogy nor industrial antecedent essential for effective functioning in business education settings. There is also lack of textbook and other instructional materials and most of the texts used are not adequate and relevant in terms of local conditions and needs.

Most of the schools do not have enough equipment examples typewriting machines talk more of the present modern facilities which has disgrace most of the graduates in the labour market. Most of the Business Education graduates are dismissed from their working place and some roaming about without work due to lack of competencies needed in ICT, accounting, marketing, human relation, communication are not found in them.

So, for the improvement of Business Education in Ebonyi State, there is need to empirically investigate the nature and extent of these problems that militate against the competencies needed in the production of sound graduates of Business Education for job placement. This aspect of graduates struggling for living due to lack of competencies propelled the researcher to investigate into competencies needed by Business Education graduates for job placement in Afikpo North Local Government Area of Ebonyi State.
