CHAPTER ONE

INTRODUCTION

Background to the Study

Education in Nigeria is more of public enterprises that has witnessed government complete and dynamic intervention and active participation. Education provides enough theoretical frameworks for actualizing self-reliance through education in Nigeria, expresses doubts if such objective are met, considering rate of the nation’s dependence on foreign human and material resources. As a way forward the national policy of education recommends the full implementation of the 6-3-3-4 system of education in Nigeria.

As a result of growing school levers unemployment in 1970’s the Nigeria government introduced a new National Policy on Education in 1977 and revised it in 2004. A major provision of this policy was the introduction of the teaching of Business Education subject at the secondary school level with the emphasis of the acquisition of practical skills/values and knowledge that would enable individuals lives in the society.

The component of business education comprises: shorthand, typewriting. Accounting/Book Keeping Office practice and similar other subject like Commerce. One of the rational for the emphasis on business education subject is the fact, that it is called a skilled subject which would equip its graduate with the needed skills for gainful employment even if they terminate their formal education at the end of secondary school level.

Nolan (1999) stated that the bedrock for the achievement of this objective is at the core of the devoted, knowledgeable, competent and well-trained teachers. This would ensure that courses are taught according to the curriculum and using appropriate methodology for the subject. For a teacher to teach the business education subject he/she must have a thorough knowledge of the subject and certified in the area, so that he/she can demonstrate the skill properly for the students to understand, hereby they stressed that individual will acquire and reach the stated goal by watching the expert and by practicing what have been taught.

Nolan (1998) stated that the competencies needed by business education teachers for effective instruction include occupational experience, the pedagogy of business that is, the methodology of teaching business education subjects and the business subjects skill. Nalen and Malsbary (1967) stated “when we consider the economic value of education to the individual himself, it can be pointed out that, generally speaking, the higher the level of education one has attained, the greater the annual income of the individual and the greater his job security.

Indeed, many of the problems of unemployment today centre around persons who have failed to develop their resources through education. Success in the modern world of business demands education and training”. Business education is a dynamic field of study geared towards preparing youths and adult “for and about business”. It is a preparation for a career in business when instruction is designed to prepare youths and adults for actual practice in the world of business.

In the other hand, education “about” business involves preparation of economic goods and services offered to society in our free enterprise economy. Every person is involved in and is dependent upon the world of business with its complex series of activities. This modern world, with its holding companies, huge local, state and federal budgets, changing monetary policies, government regulations and legislations and trade restrictions. Demands a well-informed citizenry. The markets are flooded with diverse type of goods and services.

The Federal Government of Nigeria in the national Policy on Education (2004) stated that business education is meant to teach those business subjects as Book-keeping. Typewriting, Shorthand, Commerce, Keyboarding, Office practice and Computer education etc which will enable youths to be self-employed without depending on the government for employment. The question is what the teachers should teach in business education courses in secondary schools and in tertiary institutions in order to meet the manpower needs of changing socio-economic base?

Filani (2010) stated that teaching is a systematic process of imparting desirable knowledge, values, attitude and skills to the learner. Effective teaching is a systematic, rational and organized process of translating knowledge, skills, attitude and value in accordance with certain professional principles (Folarin, 2009). The teaching of business studies has not been without challenges.

This research work seeks to identify the competencies needed by secondary school business education teachers in Ebonyi State. The tracing briefly the present competencies of the business education teachers. Achuneine (2000) stated that the competency of secondary school teacher depends on a number of competencies, which he/she must acquire and possess. They are administrative competencies, communication competencies, interpersonal competencies, and technical competencies.

Igboke (2000) stated more competencies basically for Junior Secondary Business studies as consumer effective and intelligent consumer of goods and services offered by business, personal competency to enable the students use the knowledge, attitude, and skills for personal use. Social-economic competency, this helps the students to develop a clear understanding of the nation’s economy and become an important person in the society, and the last vocational competency: it helps the students to work after graduation and also be self-employed.

Every business education teacher must possess the competencies mentioned above in order to contribute to the growth of the nation and business education in secondary school, therefore preparing the students to become important personalities in the society and making use of the skills for their personal uses, work after graduation, and become effective and intelligent consumers. This research study will be finding out the teaching competency needs of business education teachers of Junior Secondary Schools in Afikpo North Local Government Education Zone.

Statement of Problem

The teaching of business education subjects in the secondary schools suffers significantly in the hands of teachers who are either untrained or lack the basic competencies to handle the subjects. Other that even have the technically and professionally competencies still lack the other competencies like the ability to interact with the students (good interpersonal and human relations) unable to communicate effectively with the students, effective management of the classroom, sensitivity to students’ needs, pupil-teacher relationship, and class control.        

Eze and Ag Somma (2005) stressed that there is a positive relationship between teacher perception of their self-efficacy and job performance and that the understanding facilitates human accomplishment and personal well-being. That all these competencies in teachers have resulted to significant poor performance of students in the subject like Book-keeping, Typewriting, keyboarding and shorthand.

Purpose of the Study

The purpose of the study is to find out the competency needed in Afikpo North Local Government in Ebonyi State. Specifically, the study ought to

  1. Identify the vocational competencies needed by business education teachers for effective performance?
  2. Determine the inter-personal human competency needed by business education teachers for effective performance?
  3. Determine the social economic competency needed by business education teachers for efficient and effective performance?
  4. Find out the classroom control/management competencies needed by business education teachers?
  5. Identify the consumer competency needed by business education teachers?

Significant of the Study

The important study of this is to find out the state of the competencies of some of the present teachers teaching business education subjects, identify the competencies needed by secondary school business education teachers for effective teaching of business subject.

This research will be of great benefit to business education competent teachers and students for it will serve as a measure of check and balance between competent and incompetent teachers.

It provide useful information for the education of administrators or policy makers to provide necessary assistance to the incompetent business education teachers to acquire the necessary competencies needed and to qualified business education teachers in future recruitment.

The research will also make youth be fitted in any challenge and make them self employed and therefore reducing unemployment.

Scope of the Study

The study will cover selected secondary school in Afikpo North Local Government Area in Ebonyi State; ideally, it should have covered more schools in the State. One more Local Government Area but for a number of limitations such as finance, transportation, time etc.

Research Questions

          The following research questions will guide this study:

  1. What are the vocational competencies needed by business education teachers for effective performance?
  2. What are the inter-personal human competency needed by business education teachers for effective performance?
  3. What are the social economic competency needed by business education teachers for efficient and effective performance?
  4. What are the classroom control/management competencies needed by business education teachers?

5.       What are the consumer competency needed by business education teachers?
