CHAPTER ONE

1.1 INTRODUCTION

One of the primary objectives of every business organization is the production of economic goods and services with a view to making profit. In fact, no business organization will like to operate at a less. The achievement of these objectives depends on the effort and contributions of the managers and subordinates in the organization. Many of the managerial policies and decision are aimed at this end. This

is particularly fund in decision – making, since they are the plans and strategies for getting the subordinates to accomplish the objectives for which the organization is established. In many cases, these plans and policies involved implicit and explicit assumptions about the intrinsic principles at work in organizations that could make workers to increase their productivity in order to achieve organizational

goals. Indeed, these managerial plans and policies for optimum productivity should be practical as it involves employees in decision- making in the organization. In the view of Travis (1977:79), ‘the essence of company achievement requires that workers be constantly and continuously motivated to put in their best’. An important management duty and most relevant to this research work is employee participation in decision-making to increase productivity.

This is based on the assumption that workers are the pivot on which every organization revolves. The success or failure, growth or slump of any factory depends heavily on the effective involvement of the workers in decisions affecting them and their work place. In other words, this will serve as a motivating factor which subsequently induce performance. Every manager realizes that the organization’s set goals

and objectives cannot be achieved if the worker do not perform as much as is expected and this is why there is much concentration on workers involvement in decision-making therefore, there is need for involving workers them put in their best, so that the organization will achieve it’s objectives among which is the higher productivity or effective firm performance. In recent times, there has been an increasing

call for workers to change their attitude to work and to increase productivity. This has led to stries of seminars workshops, conferences, television debates and articles in newspapers and magazines, seeking for motivation factors that will make workers to increase their productivity. This arises from recent observations that there has been high decrease in productivity in organizations in Nigeria. It is seen as a

sequence of the Nigerian attitudes to work by some authors. As Ejinye (1984:195), has observed typical Nigeria workers is lazy, indolent and dishonest while avoiding responsibility, he loves money, wealth and the good thing of life. This view is accepted by some authors who believe that an average Nigerian worker is lousy, non-challant and irresponsible. Again Shagari (1982), in his speech described the

attitude of Nigeria workers “as one of the worst in the world” while Arina (1983:16) emphases that a Nigeria worker is not allergic to work but needed good working conditions. Many of them have taken into account several interfering factors that have been responsible for lower performance of Nigerian workers. In other words, the most crucial obstacle to effective and efficient employees  performance, to a

high degree, is little or no motivation or total negligence of motivational variable, for instance, participation of employees in decision – making. Wall and Hischeron (1977: 32) employees participation in decision-making is a process by which workers are consulted about and in turn can influence the factor, which shapes their working lives.

1.2 STATEMENT OF THE PROBLEM

Every organization encounters some problems in it’s operating environment. Such problems include the problem of low productivity amongst workers and the problem of inefficiency. These problems among employees contribute significantly to poor returns, high labour turn over rate, and high rate of re-work and other resource wastage’s. Lack of employee participation in decision – making have been widely

believed to mitigate the problems of inefficiency/low productivity and other attendant problems. This research work is aimed at verifying the efficiency or other wise, of employ participation in decision making in improving firm’s productivity. We believe that employee participation in decision – making would directly enhance employee’s ability to contribute meaningfully to the realization of on organization’s cooperate goals and increased productivity.
