CHAPTER ONE

INTRODUCTION

Background of the Study

Every human institution including education has a foundation. In educational sector, primary education can be seen as the foundation level of education. Primary education has been recognized as the bedrock of educational system. Primary education is the type of education given to a child at a tender age of life. It is an education offered to a child of six (6) to twelve (12) years of age as stipulated in 1999 constitution of federal republic of Nigeria. for proper administration of the primary  school education and attainment of the set objectives, depends much on the activities  of head-teachers.

Head-teacher is one who pilots the affair of the primary school. It is the highest administrative position in primary school. The head-teacher is charged with the responsibility of providing directives and guidance to assistance or subordinate teachers. He piloting the affairs of the school, allocating available resources (human and material), he supersedes on every decision made within the school setting, but not with standing there could be a lot of hindrances to the normal functioning of the head-teacher, those hindrances may include lack of adequate finance, autocratic of type of administration political interference, lack of skilled personnel, inadequate planning, lack of staff performance appraisal.

The origin of primary school administration in Nigeria dates back to the incursion of colonial masters. The need to ensure  that all the primary school pupils is well equipped depends on the administrative effectiveness of the head-teacher, his ability to coordinate all the resources both human and material effectively and also to ascertain those factors  which will enhance his administrative effectiveness within and outside the school.

School administration according to  Kalu, Brown and Martel (1976) is the process which is responsible for the determination of the aims for which an organization and its management establishes broad policies under which they are to operate and to the  containing effectiveness of the total operation in reading the objective which is intended to achieve. School administration according to Akumah (2008) is the performance of managerial task needed to achieve organizational goals and objectives of the schools. It is necessary to emphasis that the administrative roles in the educational service cannot be practiced as a set of unrelated, static activities. Indeed, it requires a continuous balancing and integration of various administrative responsibilities.

However, the successfulness of any primary school system which is the foundation of the nation’s educational system depends on a large extent of the head-teacher such as supervision, record-keeping and education of the head-teacher. Those factors that enhance the administrative effectiveness of primary school head-teacher should be traced to his ability to make policies which will help to achieve or attain the stated goals or objectives of the primary school in the nation’s educational sector.

In order to influence the administrative effectiveness of the primary school head-teacher, the head-teacher have a to look out for the welfare of the people who work with him or her and also the pupils under his care. The primary school head-teacher have to articulate, derive and generate basic principles guilding his  work. The  school head-teacher  has to apply principle and concepts of administrative or management to a specific  problem within his  school and he is charged with the smooth functioning of the school under his care. The head-teacher should be able to provide leadership, co-operation, co-ordination which will motivate staff and pupils to work toward the attainment of educational objectives.

Statement of the Problem

In the administration of primary school, the head-teacher tends to encounter many issues requiring his skills and knowledge to control for him to achieve administrative effectiveness. In the management of schools, human and material resources which also tend to determine to a large extent the achievement of educational aims.

In primary school, educational qualification of the head-teacher, lack of community participated employed, school size, lack of motivation of staff and pupils, environmental factor and that of training of the head-teacher. All  these can militate against the head-teacher.

The problem of this study is to assess the factors influencing the administrative effectiveness of primary school head-teacher in Ohaukwu Local Government Area of Ebonyi State.

Purpose of the Study

The major purpose of the study is to assess factors influencing administrative effectiveness of primary school headteachers in Ohaukwu local government Area of Ebonyi State. Specifically the study sought to.

(1) Ascertain how the leadership style employed by the head-teacher influences the administrative effectiveness.

(2) Examine how experiences acquired by the head-teacher influences their administrative effectiveness.

(3) Assess whether effective supervision of primary school head-teacher will influence his administrative effectiveness.

(4) Assess how the qualification of the head-teacher will influence his administrative effectiveness.

Significance of the Study

The result of the study may be of a great benefit to all head-teachers in primary schools. This is because it will go along way in helping them identify areas they have  not be performing creditably thereby directing their administration toward effective task performance.

The findings of the study also may be not immense important to practicing teachers in primary school because it may instill in them the dedication to their duty and also help them perform better when they assume office as head-teachers.

The school community may equally benefit when the administration of the head-teacher is effective. This is because the head-teacher will ensure that cordial relationship exist between the school and the community through involvement of parent teachers Association (P.T.A).

The result of the findings may also be of immense benefits to student because it will enable them employ more effort in their studies. The student of educational administration will also benefit because it will help them to understand the possible problems of school administration and be in a position to correct them when they will assume office as a school head-teacher.

Scope of the Study

This study focuses on the administrative effectiveness of primary school head-teachers in Ohaukwu Local Government Area of Ebonyi State.

Research Question

The following research questions guides the study:

(1) How does the leadership style of head-teacher influence the school administrative effectiveness?

(2) How does experience of the head-teacher contributes to school administrative effectiveness?

(3) How does the educational qualification of the primary school head-teacher contributes to the effectiveness of school administration?

(4) How does effective supervision of primary school head- teacher influence the effectiveness of school administration?
