PROJECT TOPIC- IMPACT OF INFORMATION AND COMMUNICATION TECHNOLOGY ON SECRETARIAL FUNTIONS AS PERCEIVED BY SECRETARIES IN EBONYI STATE MINISTRIES

Abstract

This study focused on the Impact of Information and Communication Technology on Secretarial Functions as Perceived by Secretaries in Ebonyi State Ministries. Four research questions guided the study.The population of the study comprised of 332 secretaries in Ebonyi State Ministries. The sample consist of 200 respondents. Instrument for data collection was structure questionnaire which was validated by three experts.The data collected were analyzed using statistical mean and standard deviation. The results of the study showed that: that information communication and technology (ICT) facilities that are made available for use by the secretaries in State Ministries; and that to a high extent are available ICT are Utilizes by secretaries in Ebonyi State Ministries. It was also revealed that secretaries’ encounters much problems in the use of ICT in Ebonyi State ministries. Based on these findings, the researcher recommended that: Government should provide adequate monitoring agents for maintenance and safety of the available ICTs facilities, secretaries should undergo effective training in the utilization of information and communication technology facilities and the existing work patterns and practices should be updated more by government to keep pace the with the prevailing technological development. Finally, conclusions and suggestions for further studies were made.

INTRODUCTION

Background to the Study

There is a growing concern about the Information and Communication Technology by different experts. According to Cooke (2010), Information is that which informs. In other words, it is the answer to the question of some kind. It is also that from which data represents values attributed to parameters, and knowledge signifies understanding of real things or abstract concepts. Information is any propagation of cause and effect within a system.

Information is conveyed either as the content of message or through direct or indirect observation of something. That which is perceived can be construed as a message in its own right, and in that sense, Information is always conveyed as the content of a message, (Nweke, 2001).) Information is knowledge that you get about someone or something. Facts or detail about a subject.

However, communication in line with Wikipedia, the free encyclopedia (2015), is the act of conveying intended meaning to another entity through the use of mutually understood signs and semiotic rules. The basic steps of communication are the forming of communicative intent, message composition, message encoding, and transmission of signal, reception of signal, message decoding and finally interpretation of the message by the recipient.

Communication is the imparting or exchanging of information by speaking, by writing, or using some other medium. It is a means of sending or receiving information, such as telephone lines or computers. According to Hornby (2008) technology is the branch of knowledge that deals with the creation and use of technical means and their interrelation with life, society, and the environment, drawing upon such subject as industrial, arts, engineering, applied science, and pure science . It is the application of knowledge for practical ends.

According to Merriam-Webster (2016) Technology is the application of knowledge especially in a particular area. It is the use of science in industry, Engineering, etc. to invent useful things or to solve problems.Nevertheless, in the other hand, a secretary is one whose work consists of supporting, management, including executives using a variety of projectmanagement, communication, or organizational skills Nweke, (2001).

This function may be entirely carried out to assist one other employee or may be for the benefit of more than one. In other situation, a secretary is officers of a society or organizations who deal with correspondence, admit new members, and organize official meetings and events. Hornby (2008), maintained that a secretary is a person, usually an official, who is in charge of the records, correspondence, minutes of meetings and related affairs, of an organization, company, associated.

A secretary is a person employed to handle correspondence and do routine work in a business office, usually involving talking dictation, typing, filling, and the like. The functions of a secretary vary by industry or employment, but some tasks are common to many working settings. In general, secretaries perform basic clerical, organizational, and office responsibilities for an organization or department. A tough school diploma and computer skills are common requirements

However, Vincent and Vincent in Nweke, (2006) are of the opinion that information Technology is a new way of storing, processing and transmitting brought about by rapid development in electronics, computing and telecommunication. The important of information communication technology (ICT) in secretarial functions cannot be over emphasized. According to Host (2014), the main important of ICT simply to facilitate office operation as they are now being carried out.

For example the word processor replace the secretary’s type writers, the mini- computer replaces the clerk’s filling cabinets etc. More recently professionals and secretaries have begun using personal computers and sophisticated calculators to speed up their work. The timing of their development has largely been dictated by the emergence of the technology starting with the widespread introduction of word processors in the 1970’s, and it is in the late 1970s and it’s legitimating as a business food in 1981, with the introduction of the IBM PC.

Abosede and Akintola (2015), asserted that the emergency of ICT which bring about modern office equipment has transformed not only the management function but also imported the secretarial duties. It has increased secretaries’ efficiency and has made accessibility of information easy for decision making. It has made today’s office look more sophisticated and interesting place of work.

But it is sad to note that some secretaries still find themselves using the conventional method of carrying out their duties. This might not be farfetched from the stereotyping attitude of the secretaries, non- availability of ITC facilities; 111- competence of using the facilities among others. These are no doubt that secretary remains the life- wire of any organization. Contributions and effectiveness of a secretary depends on he/she can copy with the modern technology, However, with h development of new Technology, secretarial profession is becoming increasingly challenging and more sophisticated that the common traditional role of a secretary are gradually being faced out. It was based on these opinion and report that the study sought to investigate the impact of information and communication technology in the secretarial functions as perceived by secretaries in Ebonyi State ministries.

Statement of the Problem

Opinion and reports revealed that Information Communication Technology (1CT) is very important in secretarial function when employed to achieve an immediate objective. But all these depend on the secretary’s skills and professional competence in the use of Information Communication Technology. Most secretaries appear to have problem in the use of current technology appropriately in the improving of their secretarial functions.

Despite the laudable efforts of the government in providing opportunities for in service Education such as seminar, symposium and workshops in order to facilitate upward movement and update professional competence, inappropriate use of information communication technology is still in increase. The time has come for proper orientation, understanding and institution of the desired technology in the secretarial functions with a view to enhancing secretaries’ achievement in secretarial function through effective information communication technology.

If the problems are not properly identified and checked, poor performance in secretary functions may continue to rise especially in Ebonyi state ministries. It is the belief of the researcher that secretarial functions in the state could be improved upon through effective information communication technology. Therefore, the problem of this study is to investigate the impact of information and communication technology on secretarial functions as perceived by secretaries in Ebonyi state ministries.

Purpose of the Study

The main purpose of this study is to find out the Impact of Information and Communication Technology on Secretarial Functions as Perceived by Secretaries in Ebonyi State Ministries. Specifically the study is designed to;

  1. Ascertain the information communication and technology (ICT) facilities that are made available for use by the secretaries in State Ministries.
  2. To what extent are available ICT are Utilizes by secretaries in Ebonyi State Ministries.
  3. Determine the problems secretaries’ encounters in the use of ICT in Ebonyi State Ministries.

Significance of the study

The result of the study is significant because, it would help in the understanding of the concept of information communication technology and secretarial functions, the result of the study would also help educators to an insight into meaning, importance, availability and utilization and problems of information communication technology in secretary functions.

The result of the study will help he government as well as the ministry of Education to find out the problems Experienced in secretarial functions and do something to ameliorate the situation.

The result of the study will portray the right of every secretary to enjoy information communication technology that is flexible and sensitive to the unique needs of each secretary as well as the common need of the group. Text book authors on education would benefit from the result of the study by update their knowledge on the information communication technology and beside helps disseminate the findings through text they publish.

Finally, the result of the study will act as the bedrock in which further studies will be built.

Scope of the Study

The study focused on the impact of information and communication technology on secretarial functions as perceived by secretaries in Ebonyi State ministries. The study was delimited to the important, availability and utilization of 1CT faculties and problems of information communication technology in secretarial functions as perceived by Ebonyi State ministries. The study was delimited to all government ministries in Ebonyi State.

Research Questions

To carry out this research, the following research questions were formulated:

  1. What are the information communication and technology (ICT) facilities that are made available for use by the secretaries in State Ministries?
  2. To what extents are Available ICT are Utilizes by secretaries in Ebonyi State Ministries?

What are the problems secretaries’ encounters in the use of ICT in Ebonyi State ministries?
