CHAPTER ONE

  • BACKGROUND OF THE STUDY

Consequent upon the federal government’s realization of the shortcoming and flaws in the educational system introduced by our colonial master’s that is, 6-5-2-4 system of education. It came up in 1981 with a new and more indigenous educational system, which according to the policy, lays more emphasis on skill acquisition.

It was hoped that this system would help the country achieve her technology base and break-through.

This new system, it’s hoped will pave way for job creator, rather than job seekers, self-employable people instead of unskilled job seekers.

As a result of this, a new educational system was propounded and known as the 6-3-3-4 system of education.

This means that a child spends six years in primary school, three years in the junior secondary school, (JSS), where he is expected to become at least semi-skilled in his or her area of studies on completion of the three years, and another three years of senior secondary school (SSS) education which makes the student on completion to acquire certain skills which makes him/her employable or gives him/her the opportunity of being self employed.

Then that is another four years of university education where the student is expected to specialize in a life career.

From its curriculum content and methodology, the new system varies from the old system of six year of primary school, five years of secondary school education, without the acquisition of any skill, two years of higher school, certificate and then finally four years in the university.

If both are compared in terms of content and curriculum the new educational system, unlike the old, has made provision for both general as well as vocational education.

The unanswered question facing the Nigeria populace and in fact educationists in Ebonyi state is how long it will take the state to implement this laudable programme. This question arises because the programme was said to have started or assumed to have started in 1981.

But, from all indication and available statistics, the true position in Ebonyi state. This study is designed to find the extent of the implementation remote as well as immediate problems facing the successful implementation of the system, especially in the areas of vocational education over a period of four years in Ebonyi State that is from 1999-2003.

  • STATEMENT OF PROBLEM

Any transition programme is bound to be faced with initial problems for improvement and development, change is desirable.

          Generally, change meets with oppositions so it is with the transition from the old educational system, the 6-5-2-4 and the new and improved 6-3-3-4 system of education in the state. This opposition is as a result of problems and difficulties that are associated with any change. It than came out in 1981 with a new improved educational system known as the 6-3-3-4 system of Education is Nigeria.

          This new system has its cardinal objective as the production of self-relevant citizens who at, the end of their course of study will be able to fend for themselves and other members of the society by contributing positively to the economic growth of the Nation.

          Though, good enough and laudable these objectives sound certain problems seen to militate against the successful implementation of this system in Ebonyi state especially in the vocational area since 1999. These problems, among others, include:

  1. The lacks of clear definition of vocational education and its objectives in the new National policy on education.
  2. The lack of separation between general education and vocation education which has posed some administrative as well as organization lapses in the implementation of programme.
  3. The shortage of adequate qualified manpower to implement the programme resulting from improper ordering of priorities and planlessness at the formative period of planning.
  4. Lack of equipment and necessary workshops for the implementation of the prgramme in the state.
  5. Vocational education has not been given enough attention if any in terms of time, method of instruction, administration etc. in the new system of education.

The above problems and others not listed were the things the researcher had in mind while carrying out this study.

          The researcher is investigating how far these problems have affected the successful implementation of the 6-3-3-4 system of education in Ebonyi state with particular reference to vocational education between the periods 1999 and 2003.

  • PURPOSES OF THE STUDY

In carrying out a research on the implementation of the 6-3-3-4 system of education in Ebonyi state with particular reference to vocation education the research wishers to find out.

  1. The immediate as well as remote problems hampering the implementation of the new system field since 1999.
  2. The extent, if any, the new system has been implemented in the state since the new policy was approved and adopted in 1997.
  3. The efforts made by the government at solving the problems facing the new educational system especially vocational education aimed or directed at seeing that the programme is implemented without furthers delay.
    • SIGNIFICANCE OF THE STUDY

Every research work embarked upon by any researcher, has many significance, which can be derived from it.

          This research, the implementation of the new 6-3-3-4 system of education.

Among other things has the significance of bridging the gap in the knowledge on the new 6-3-3-4 system of education. It shall as well serve as a source of material to students, scholar and researchers who may wish to research on the same field.

Again, as a timely research, this work shall aid managers of the political system, policy makers and Educationists in making necessary policies as affects vocational education.

More so, it shall evolve a new way in solving the problem associated with the implementation of 6-3-3-4 system of education in Nigeria.

The following are the questions, which this research work is aimed at answering.

  3. Could poor policy implementation be responsible for the failure of 6-3-3-4 system of education?
  4. What are the way forward towards successful implementation of 6-3-3-4 system of education in Nigeria?
    • THE SCOPE OF STUDY

This work shall cover the theoretic area of the study the new 6-3-3-4 system of education. It shall not digress into the discussion of other system of education in Nigeria prior to the evolution of 6-3-3-4 system of education. It shall as well make use of material relevant to the research topic. It may not discuss other systems of education in other countries other than Nigeria.
