PROJECT TOPIC- THE PROBLEMS OF EMPLOYEE TRAINING AND DEVELOPMENT IN GOVERNMENT PARASTATALS OF EBONYI STATE A CASE STUDY OF EBONYI TRANSPORT CORPORATION

ABSTRACT

In our era of intense competition amongst business people, it is pertinent to make the importance of manpower training and development, which, cannot be overemphasized, in any success-driven organization.  Many organizations have encountered many problems in conducting the training and development programs for their employees and as such have seen the program as a stressfull one that they usually want to avoid.  The researcher, therefore, has chosen this opportunity to point out the problems that are common to government parastatals in Ebonyi State and to suggest reliable solutions and it eventual eradication from the system. In the course of this work, we shall see the research problems; prepare questions to be answered at the course of the work.  We shall also find out where the context of this topic emerged.  We shall discuss the objective of the study and how significant it is to the organizations and to the society at large. The work will also make us to understand the meaning of training and development.  Many people have often used the two terms interchangeably but we shall see their differences and distinguishing features in the course of this work.  We shall also see the steps in training programs and the different types of training programs that are obtainable in organizations today.  We shall also discuss management development programs and the different methods available for that king of development in organizations.  We shall also discuss the importance of proper training and development program and the factors that influence the training and development of employees. We shall also, in the course of this work, discuss the method of research that the researcher used in computing this work.  We shall see how data was collected; the population size of the researcher and how reliable, the data collected is to the authenticity of this research work. We shall go further to analyse the questions that were raised in the course of making the research and discuss the answers that were obtained by the respondents to help us come out with conclusions at the end of the work. Finally, we will make conclusions and summaries based on the answers obtained from the questionnaires and make recommendations on how the problems mentioned can be solved and finally eradicated.

CHAPTER ONE

INTRODUCTION

1.1 AREA OF STUDY

This study falls within the area of human resource management, which we can define as the planning, organizing, directing, and controlling of the procurement, development, compensation, integration, maintenance and separation of human resources in order that at the end, individual, organisational and human resource needs are met [Edwin Flippo]. Looking at this definition of human resource management, we can deduct that we have two broad functions of human resource management.  They include the managerial functions and the operative

functions.  The managerial functions include planning, organizing, directing and controlling while the operative functions include the procurement, development, compensation, integration, maintenance and separation of human resources.  In order for us to know what we are talking about here, we have to take each of these functions and understand the meaning of each before we can go on.

PLANNING

This can be seen as the act of deciding in advance what to do how to do it, when to do it and who is to do it.  It sets objectives and identifies means of achieving those objectives.  It is futuristic.  It articulates policies, procedures and strategies to be adopted in pursuance of set objectives.  In planning we make use of the past, the present in order to determine the future.

ORGANIZING

It is concerned with the identification and grouping of activities that are necessary for the achievement of the organisation’s objectives.  It also consists of the selecting of personnel and the assignment of tasks and responsibilities to them.  It further involves the establishment of the organisation’s structure and the co-ordination of the activities of the different groups.

DIRECTING

This involves the stimulation and motivation of organisation personnel to undertake a prescribed action according to predetermined objectives.  It usually consists of leading, motivation, communication, e.t.c.

CONTROLLING

It could be seen as the process of taking the necessary preventive and corrective actions to ensure that the organisation’s mission and objectives are fully accomplished as effectively and as efficiently as possible.

PROCUREMENT

This could be defined as the process of finding suitable and qualified people who can take up the responsibilities that are vacant in the organisation.

DEVELOPMENT

This could be seen as the process where the employees of an organisation are being educated from time to time so that they can have the right attitude, skill, knowledge and understanding of the job to which they have been assigned and future jobs that may come their way.

COMPENSATION

This could be seen as the act of rewarding one for his effort.  It is concerned with how workers should be paid for the job to which they have been assigned.

INTEGRATION

This could be seen as the process of connecting the jobs of different departments in the organisation in order to reach a common goal.  It takes care of how different jobs could relate to each other and still get the common result being sought.

MAINTENANCE

This has to do with some strategies that could be used to ensure the continuous efficient working of human resources in an organisation.

SEPARATION

This involves specifying each person’s task and in so doing we can also specify each person’s authority in the organisation so that there won’t be any incident of crashed interest or contradicting rules.  It helps to ensure peace and order in the organisation and hence uninterrupted growth of that organisation. Having known the meaning of all the function of human resources management, we can pick out that the topic in study [Problems of employee training and development] falls within the scope of the development function because it

has to do with training and educating the employees in order to get higher productivity from them.  There are some activities that are involved in the development function of human resource management which we shall discuss.  These activities include: Operative Training, Executive Development and Organisational Development  Intervention. Operative training has to do with the acquisition of skills and knowledge by the employee for the purpose of a particular occupation or task to which he has been assigned.  It is a continual process

that helps the employees to perform at a high level from his first day at work.  It may occur at the work place or at a special training facility but the important thing is that experts should supervise it. Executive development concerns itself with changes in attitude, behaviour and employee potential than with immediate skills.  It relates more to career development than job development.  It is a learning activity that concentrates more on the future of the organisation. Organisational development intervention opens op to us the responsibility of the

management to train and develop their employees so that they can get the best productivity out of them and hence the success of the company.  This is because if the employee is not well trained and developed, he will not be enthusiastic about his job and so will not be able to bring out the best in him and that will be detrimental to the general success and growth of that organisation as a whole.

1.2 BACKGROUND OF STUDY

EBONYI TRANSPORT CORPORATION [EBOTRANS]

The corporation was established on the 17th day of December, 1996 with eight {32 seater} Bedford buses provided by Commander Walter Feghabo {Rtd}, the premier military administrator of Ebonyi State after the creation of Ebonyi State by Gen. Sanni Abacha {late} on the 1st of October, 1996. Ebonyi Transport Corporation is a public enterprise, which was established with the major aim of providing efficient transport services at low cost for the general populace especially the good people of Ebonyi State. The corporation now has very well established departments that are headed by experienced officials in order to ensure the smooth running of the organisation.  These departments include the following:

The Administrative department,

The Finance department,

The Marketing department,

The Operations department.

The department heads that are members of the management board control all the day-to-day activities of each department and unit.  These department heads report their day-to-day Findings to the general manager on a daily basis.  With the information given to him, the general manager is expected to be acquainted with the areas of priority in the organisational set up and also be able to make necessary decisions concerning solving those problems. The marketing department, however, was later scrapped off.  This department was immediately

replaced with the planning, research and strategic department for a better achievement of the organisational objectives. The corporation has different models of functional vehicles and they include the following:

These vehicles are provided numerously to ensure that the objective of easy transport for the populace is realized.  With the help of all the above – mentioned vehicles, the corporation is able to successfully ply the following routes.

Abakaliki – Enugu

The corporation has its headquarters at mile 50 along old Enugu Road, Abakaliki.  Its Abakaliki station is located at Gunning road and it has other stations situated at Amasiri and Ntezi respectively.

1.3 STATEMENT OF PROBLEM

This research project has the intention of investigating into the problems that are encountered by government parastatals in the running of training and development programmes.  It specifically wants to find out why the program is usually not successful when carried out in Ebonyi State government parastatals.  The research project, after finding out these problems will go further to suggest possible actions that can be taken in order to solve the problems and also to suggest how training and development problems can be improved in the

government parastatals in Ebonyi State.  In carrying this research, the researcher picked out the Ebonyi Transport Corporation {EBOTRANS} as a case study so that the research can be carried more specifically and can bring forth specific, efficient and effective results, which can be generalized to cover other government parastatals in Ebonyi State.

1.4 OBJECTIVE OF THE STUDY

This research project is being carried out with the following objectives in the mind of the researcher.

  1. To understand the concept of training and development
  2. To identify the importance of running training and development programmes in government parastatals in Ebonyi State.
  3. To identify the problems that have usually been encountered in the running of training and development programmes in government parastatals in Ebonyi State.
  4. To make relevant suggestions that can help to eradicate the above mentioned problems.
  5. To make relevant suggestions on the actions to be taken so that training and development programmes will be improved in government parastatals in Ebonyi State.

1.5 RESEARCH QUESTION

For us to find relevant solutions to the above mentioned problems and to achieve the above-mentioned objectives, the following questions must, first, be answered appropriately.

Do government parastatals in Ebonyi state conduct training and development programmes?

If yes, what are the types of training and development programmes that they organize?

What is the selection criterion for the employees that need the training and development programmes?

What are the facilities involved in running the training and development programme?

What special impact does the training and development programme have on the performance of the employees?

What are the various problems that are usually encountered in organizing training and development programmes in government parastatals in Ebonyi State?

How can the training and development programme be improved in government parastatals in Ebonyi State?

1.6  SIGNIFICANCE OF THE STUDY

Organisations are productive entities that produce either goods or services or even both.  Whichever one that is being produced by an organisation, the technology being operated by an organisation, in the production process can be said to be nothing else but the skills and knowledge of the human resources in the said organisation.  These skills and knowledge usually go through constant change due to innovations and changes within the technologies of the organisation. Looking critically, we can deduce that this research topic is very

relevant because it deals with the human resources of an organisation.  The human resources is the most important resources in an organisation because if competent hands are not employed to handle competent and highly efficient and sophisticated machines, then all those sophistication and efficiency will be in vain because its production will be poor due to incompetent manpower.  This topic is talking about the training and development of this manpower so that the efficiency can be balanced up.

This research topic is very important because it borders on the importance of training and development of organisation’s employees in order to always meet up with the ever-changing requirements that are always gotten from the ever-changing levels of technology and new innovations.  If employees are not regularly trained in their workplaces, they will work with the knowledge they obtained in the past and this could be obsolete.  They will not be current and so the organisation itself will be very backward in their operations.

This topic is also important to the Nigeria economy as a whole.  This is because it seeks to open to us the importance of training and development in government parastatals.  If this training and development programmes become a successful reality, then our government parastatals will improve its productivity and we will have better performance than before and this will hence, better the state of the country’s economy.

1.7 SCOPE OF THE STUDY

This research project covers the government parastatals in Ebonyi State.  In carrying out the research, however, the researcher is using the Ebonyi Transport Corporation as a case study to enable her get specific results for an efficient generalization knowing that the results that will be gotten can be applicable to other government parastatals in Ebonyi State.

1.8 LIMITATIONS OF THE STUDY

In the process of carrying out this research, the researcher encountered some problems that stood as obstacles to an efficient result.  These obstacles include the following;

  1. The researcher had limited time to carry out a wonderful research.
  2. The researcher was inefficiently funded for the research and so was not able to lay hands on as many materials as would have been sufficient for the research.
  3. The researcher had to combine this research with daily school activities like lectures, quizes, assignments, exams,e.t.c. and so could not travel to as many places as possible to get materials for the research.
  4. The researcher found it a bit difficult gaining full entrance into the details about the company as some staff met were not ready to disclose as much as needed for proper computation of the work.

Despite the above listed problems, however, the researcher was able to produce a near perfect result that can be reliably used to assess the problems of training and development in government parastatals in Ebonyi State and generally in Nigeria and to make relevant recommendations on how those problems can be eradicated.

 1.9 DEFINITION OF SOME RELEVANT TERMS

  1. Human Resource Management: It is the planning, organizing, directing and controlling of the procurement, development, compensation, integration maintenance and separation of human resources to the end that individual, organisational and societal needs are met {Edwin Flippo, 1986}.
  2. Organisation: It is a system of co-ordinated activities of a group of people working co-operatively towards the attainment of a common goal under the authority of an appointed leader.
  3. Organisation Structure: It involves how jobs and tasks are formally divided, grouped and co-ordinated in the organisation.
  4. Training And Development: It is a programme that includes the numerous activities that inform employees of policies and procedures, educate them in job skills and develop them for future advancement.
  5. Planning: It is a process by which managers visualize and determine future actions that will lead to the realization of desired objectives.
  6. Authority: It is the right inherent in a managerial position that can make the occupant of that position to give orders and expect those orders to be obeyed.
