Chapter one

Introduction

Community development is the process of improving the living condition of the rural area. According to Aslma (1981) community development is a process aimed at developing the rural poor. Their economy and institution from low productivity equilibrium to a dynamic process leading to high level of living into policy of life. Egwu (2000) based his analysis on developing skill of masses to make them self reliant through institutions, which supply appropriate and relevant knowledge on the method of self-help.

Abel M. (1991:16) perceived rural community development as a strategy designed to promote and develop social life of a specific group of people. Community development conceptually improves standard of nations living social cultural, political and economic, which places emphasis on three main infrastructures. Furthermore rural community development is not new to Nigerians particularly the people of Ezza North Local Government.

Rather has been carried out by villager’s voluntary associations and various functionaries long before the idea became formalized and institutionalized. For instance a community has been constituted and maintained marked squares roads, clear their farm land and co-operate in the harvesting of crops (Ezza North 1988:390). In fact rural communities in Ezza North Local Government had learnt to pull their resources together and to provide functional and physical facilities for themselves long before the creation of Local Government in 1996.

And subsequently the introduction of Development Planning. The Federal Government of Nigeria is of opinion that genuine growth and development must start from grass root upward. It must be based on understanding how our people in various parts of the country have been organized traditionally for their political, social, cultural and economic efforts. The government has set up agencies and departments of community development, which have the objectives of promoting development at grass roots.

These agencies and departments have the task to mobilizing various communities to actively participate in their developmental need. Such active participation usually comes in form of finance, manpower and material contribution to complement government efforts. This can become necessary because the era when government alone was expected to do everything for communities has passed.

The problem with rural community development in Nigeria particularly Ezza North local government is that it has been neglected over the years and little is known about the details hence there tend to be either rejected or considered out dated policy of initiating and evolving development by scholars and policy makers. In the Africa continent generally and Nigeria in particular, development programmes tend to benefit the urban sectors while ignoring the pervasive problems of people especially those located in the rural area.

Recent appraisal of the achievement in respect of human development and provision of the resources required for a decent living show a disappointing Nigeria record. All these reports underscore the role of government in improving the quality of the rural people. (Mubogunde 1980:35). Other factors favouring the research interest includes poor condition of living of the rural people especially in the area of social amenities and the deliberate neglecting of the rural areas by elites and political actors. Basically, this study will examine what role Ezza North local government has played in community development with emphasis on political actors and effort to boost self help activities initiated by various communities in the local government.

1.1       STATEMENT OF PROBLEMS

The research work is aimed at assessing the relationship between the roles of the local government in rural community development. It will mainly concern with policies action and efforts made by Ezza North local government in boosting community development. Especially the research seeks to provide answer to the following questions:

  • What has Ezza North local government been doing in order to promote self-help projects embarked upon by various communities?
  • What are the principal weakness of Ezza North local government in area such as health services, rural roads and water supply?
  • What were the desirable changes which can make rural community develop efforts more effective in enhancing development in the rural areas?

1.2   the purpose and objectives of the study

In view of the forgoing problems, the objectives of the essay includes the following:

  1. To determine the level of people’s awareness in Ezza North local government.
  2. To examine the impact of Ezza North local government to promote rural community development.
  3. To identify the various problems faced by various rural community development associations.
  4. To determine the policies and action of Ezza North local government to promote rural community development.
  5. To formulate policy recommendations.

1.3                   significance of the study

To emphasize on the meaning of rural community development and explain in actual sense what constitute rural community development. It can also lay more emphasis on the rural areas. At the same time, this study suggest some alternative to community development in relation to government policies and programmes also believed that this study will be significant, in that it brings to highlight the problems militating against rural community development in Nigeria and Ezza North local government in particular.

1.4   hypothesis

THE FOLLOWING HYPOTHESIS WILL GUIDE THIS RESEARCH: THESE ARE.

(1). Local governments in Nigeria are instruments of rural development.

(2). Political ineptitude is the bane of rural development.

(3). Dual participation of the government and the people can create rural development through the L.G.A.

1.5.  scope and limitations.                       

The research study covers tie period from 1999-2006. This period is very crucial because it marked the time when Ezza North local government was ruled democratic civilian government. The main focus of this study will be limited to two communities Nkaliki and Onueke communities which comprise five clans in local government. It has become imperative to select only Izzi community which is now six communities to analyze because of the proximity of the researcher to these present communities.

In view of the Onueke community is the largest community in Ezza North local government. The research also faced to carry out a comprehensive research. Time factor also constitute a major limitation on the researcher. Beside this local government is one of the largest local governments in Ezza North local government in term of population and landmasses. In this regard it is impossible for the researcher to undertake a study covering the whole vast government.

1.6.  theoretical framework

The important of the theoretical framework in any academic research cannot be overemphasized. To the scientist, a theory refers to the in facts in some meaningful way. Goods. L. (1952) it also means a device or scheme for adopting or applying the assumption and analysis of a research problems. (Obasi Isaac .N (1999:43) it equally serves as a way of describing analyzing interpreting and predicting phenomena. Hence, it enhance the internal logical constituency of research activities.

Again, it emphasis legitimacy of research undertaking which can help in organizing our main steam of thinking and directing the researcher. It is able to provide useful insight into the study of a problem in this research work communication (cybernetic theory). Will constitute a basic unit of analysis. This study was developed by Norbert Winner to signify the control of information, which can be analyzed as it reaches the organ of decision-making in any given political system.

The theory looked at the task of government and politics in the sense of a process of steering and co- coordinating human efforts towards the attainment of the set goals (Deutch 1969 : 64) it treats government as decision making system based on information flow between the government and people communication theory also recognized linkage of information between the government and the people as legitimate action hence it sustains growth.

The objectives of such an action become those of others with information which is relevant and useful to decision-making process. The theory thus suffers several drawbacks both at the structural level and substantiative matters. It fails to democrat the proper structures, which are needed to deal with information flow concerning political change transformation and growth. It attach with too grant importance to the quality of formation and excessive rationalism.

Where as we know that there is real decision procedure in political life is often incremental in nature. Despite the criticism levelled against communication theory the researcher feels that this analytical framework is good for the analysis of this study because the government is seen as the process in steering the affairs of the people hence its goal of the government cannot be reached in a satisfactory manner unless it receive the feedback concerning the position of the goals and readjustment to the demands from the external environment.

This theory also demands that they have to be a reciprocal relationship between the government and the people and though effective communication channelled which is necessary for development. The crux of this theory lies in the fact that for development to take place, there must be a joint effort of both the government and the people which is necessary for rural development in Ezza North local government. Hence community development is group endeavour.

1.7   operational definitions of terms.

In other to avoid confusion and misinterpretation it has become as necessary to define some of the terms as used in the society.

LOCAL GOVERNMENT: Local government is defined as operation in restricted geographical area within a nation or state, local selection or election and the enjoyment of a major of autonomy including power of taxation. Marshal (1992:20)

COMMUNITY DEVELOPMENT: United Nations in 1956 defined community development as the process by which the effort of the people themselves are united with those of the government authorities to improve the economic, social and cultural condition of communities in the life of a nation, progress for the purpose for the purpose of this study. Community development is any concerted action in a locality taken by any agency and the local people themselves with the primary aim of bringing some initiative of the community themselves.

COMMUNITY: Community is the processes of social interaction or more extensive altitude and practice of inter dependent co- operation, collaboration and unification. Also a territory organized the population mutually dependent on each other supporting some basic institution in relation to other communities.

DEVELOPMENT: (Walter 1989: 9)asserted that development cannot be seen purely as an economic affair but rather the over all social process which is dependent upon about outcome of man’s effort to deal with his environment. Development is therefore a multi dimensional process, which aimed at improving the well being of the people. He added that development assumed real meaning only in term of relationship of a man in the society. For the purpose of this study we define development as a continuous process of a positive change in the quality and span of life of a person, group of persons.

RURAL AREA: According to Bola Oni, (1987:19) Rural area exhibits the following characteristics.

(a). Relatively small size and low density of population spread over large or small geographic area.

(b). The main occupation of more than 70% of the population is farming at subsistence level.

(c). Non- availability of modern of modern infrastructure like motor able roads, pipe borne water, electricity, Health centres and educational institutions.

(d) Little or no influence on the population of government politics and performances.

(e). Low level of per capita income and general poverty of this study, rural areas are conceived as these areas where development is paralyzed, that is the least development part of the country. Rural areas are measured by occupational index indicating the percentage of labour force in agriculture. It could also assumed economic spatial and the degree of desegregation of social amenities or services.
