ROLES OF UNIVERSAL BASIC EDUCATION (UBE) IN EDUCATIONAL DEVELOPMENT IN ONICHA LOCAL GOVERNMENT AREA OF EBONYI STATE

 

ABSTRACT

 

The purpose of this study was to find out the roles of Universal basic education in educational development in Onicha Local Government Area of Ebonyi State. The design that was used is descriptive Research design. The area covered was Onicha Local Government Area and a survey research questionnaire was employed and the instrument used was a structured questionnaire. The data were analysed using frequency and remark based on the analysis the following findings were made that frequent strike action do affects teaching and Learning negatively. It also approved that teachers do not have enough accommodation and it have made teaching job difficult.

That there are no enough textbooks in the library. That there are no instructional materials to aid teaching and learning in schools in the area. Based on the above findings the researcher recommended that the school curriculum should contain what is adequate for each stage of their development that then should be adequate instructional materials for teaching all this subjects that teachers and principles should strive to be good role models to their student. Finally, the government at all level must learn from their greater mistakes of the past and should put all hands on deck to remove the evil of this cankerworm in on Educational system

 

CHAPTER ONE

INTRODUCTION

Background To The Study

 According to the Jountien declaration and framework of action on education for all, “universal Basic Education” become a development measure to reach out to the entire citizenry on universal free and compulsory education to every Nigerian child from primary to Junior – secondary (ie. 9 years of schooling) so as to meet the basic requirement in order to eradicate illiteracy. A cursory glance at what has been happing to the educational system over the years would reveal that the system has not only gone comatose but is on the edge of the precipices. All attempts include huge financial resources devoted to this system has failed to yield the desired result. Nigeria not only ranked among the poorest nation of the world today is operating in low level of illiteracy. The entire system is weak and bound to collages like a park of cards.

In this perspective, the universal basic Education (UBE) programmes was launched on 30th September, 1999 in Sokoto state by president Olusegu  Obasanjo with the view of expanding the focus and scope of the past laudable education programmes of  the 90s  which was alleged to have been abandoned by subsequent administration that ruled the country. Additionally, the fact that the world has entered a new millennium and recalling that education is a fundamental right for all people. Therefore, in a gross definition, universal basic education as the name implies decodes the totality of measures on plan of action put in place by this current democratic nation government of Nigeria, to ensure that both formal and informal education is passed across to all class or status in the society with little or no regard to it’s cost implication from the direct beneficiaries (the citizens).

Education is so important to humanity that it brings respect and pride to an individual. It enable him make use of opportunities and situations around him, in that respect, earns him full and life time employment thereby enable him to be very useful to himself, family (parent and Guardians) society and the nation at large. The launching of the UBE scheme by the present administration is therefore a right step in the right direction. For instance in the past most of our parents and guardians had financial difficulties of sending all their that some parent rationed their children, but with the introduction of UBE, it is a big relief for such a parent and guardians, even for aduclt who for one reason, stopped school for other activities, it has now given many children and adult opportunities to have formed education at relatively cheap cost as it spread it aims to embrace all universal basic education programmes.

In other words, Nigeria which is highly endowed with abundance of natural resource with the right knowledge and capabilities to explore, exploit and manage them is invented and applied through education. The right place for the nation to invest in order to realize it’s manifestation destiny is in it’s human resources through sufficient and available education to provide the citizen the tools with which to transform it’s economy, it’s technology and environment.

It is important to now that this measure employed by different regimes towards making education cheap and affordable in Nigeria have yield little or grate success both in the past and even in the present because up till now the much talked about UBE is still  a plan on the paper since no effective plan or action has been in place towards it’s implementation. The powers that could not allow the 1976 – 1980s UPE to yield dividends in the past are right at work hijacking the fund meant for the present UBE policy.

Statement Of Problem

This research problem will look at the structural change in an attempt to know the problem of universal basic education in educational development in Onicha local government Area of Ebonyi state.  In this area on may being to ask why is education not effective in that area.

What where the causes that led to the set back based on research findings research shall still find how has universal basic education contributed to the Educational Development of the nation and Onicha Local Government in particular.
