CHAPTER ONE

INTRODUCTION

Background of the Study

Technology and  vocational Education is the training of an individual towards the acquisition of skills, abilities and knowledge leading to a particular occupation in order to live productively in the society. Okoro (1993) refers to vocational Education as any form of education whose primary purpose is to prepare person for employment in recognized occupations. Technology and vocational Education refers to a range of learning experiences which are relevant to the world of work and which may occur in a variety of learning contexts, including educational institutions and the workplace.

It includes learning designed to develop the skills for practicing particular occupations, as well as learning designed to prepare for entry or re-entry into the world of work in general (UNESCO-UNEVOC, 2007). Technology and vocational Education is used as a comprehensive term referring to those aspects of educational process involving in addition to general education the study of technologies and related sciences and the acquisition of practical skills, attitudes, understanding and knowledge relating to occupations in various sectors of economic and social life (Federal Republic of Nigeria, 2004).

The National policy on Education (Federal Republic of Nigeria, 2004 Edition) also states that technology and Vocational Education trains individuals on different trades which include; mechanical trades, craft practice, Electrical Engineering trades, Building trades, wood trades, textile trades, printing trades. In this context, technology and vocational Education department offer courses in Agriculture, Building and wood work, Electrical/Electronics and mechanical and auto-mechanics.

Technology and  vocational Education is actually linked to national aspiration and achievements in human resource development and economic growth world wide. It is not poor grade education as people say and it is also not all about students who could not perform well in the academic world. Still, students’ enrollment into technology and vocational Education is low. Enrollment according to Macmillan (2007), is the process of enrolling at a school or other institutions, that is, the process whereby someone puts his/her name on the official list of students or members of an institution.

In this study, enrollment means the number of students in the roll call of various units of Technology and Vocational Education. Most students do not enroll in Technology and Vocational Education programmes as a result of low prestige attached to it. Enrollment into technical and vocational oriented programmes at all levels of education is very small. According to Nneji (2000), technology education unlike other forms of education has not been attractive to students, going by the number of students who opt for it at all levels.

According to Aleburu (2006), the enrollment ration into technological courses in colleges of education in Nigeria is 30:70 as against the 60:40 Stated by the National policy on Education. He further states that students seek enrolment into applied sciences and so on rather than Technology and Vocational Education. Reports from various sectors indicated a sharp decline of students’ enrolment into various institutions offering Technology and Vocational Education programme ( Federal Ministry of Education. FME, 2000).

Bolarinwa (1995), also said that fear of being involved in accident still prevent students from taking some Vocational Educational Courses. Strategies according to Hornby (2001), means planned series of actions to achieve a purpose. In this context, it means series of steps or methods that will be used to improve students’ enrolment into Technology and Vocational Education.

Zehra (1993) states that strategies offer a frame work within which an organization defines possible means of achieving goals and objectives. Thus strategies help to explore ways, sources, collaborations, attitudes and opportunities which are intended to yield result in the medium and long term for specific problem. Thus, different strategies should be attempted to attract students to consider Technology and Vocational Education.
