PROJECT TOPIC- SUSTAINABLE DEVELOPMENT THROUGH POVERTY ALLEVIATIN PROGRAMMES OF GOVERNMENT: A STUDY OF NAPEP, EBONYI STATE
The research was on “sustainable, development through poverty alleviation programme of Government Area as NAPP Ebonyi State Using Abakaliki Local Government Areas as the research centre. This study was on the impact of national poverty eradication programme in the study area. Objective of the study was to examine the effort made by NAPP towards poverty alleviation programme in Abakaliki local Government and Ebonyi state in general, to suggest and recommend strategies that should be adopted to reduce poverty in Ebonyi State, also to know whether NAPP provide the social amenities needed by the masses. The methodology adopted in this study is Descriptive statistical tools such as percentage, tables and frequency. Data was collected using structural questionnaire which was administered to the respondents. A sample of 50 people was drawn from areas with varying residential configuration. The sample randomly include both the beneficiaries and non-beneficiaries of the programme in order to provide some basic counterbalancing assessment of the programme. It was found out that NAPP had create employment to many people in the study area. It was also found that the type of programme people benefited includes, keke Napep, otta farm training programme, tailoring and fashion designing equipment, loan to farmers etc. it is also found out that this programme of government had help in alleviating the poverty level I the study area. Some recommendations were also made for the federal government to provide optimal attention to the needs of the poor, for active involvement of youths in NAPP so as to reduce crime, prompt settlement of people after training.
- BACKGROUND OF THE STUDY
Poverty alleviation and eradication programmes are currently becoming a focal and related issues for development in Ebonyi state and Nigeria as a whole. Increasingly many organizations including nongovernmental, governmental, national and social oriented. Once are focusing their activities on the issue related to poverty alleviation and eradication. Basically, Nigeria as a Third world country inspite of its tremendous resource endowment, Nigeria is classified as one of the countries with a very high incidence of poverty.
The federal office of statistics report that 52.6% of Ebonyians are living in abject poverty. Indicators of poverty are very much in evidence everywhere in Ebonyi state. Poverty manifests in worsening incidence and severity despite the vast human and natural resources and economic development potential the state is endowed with. The term poverty according to Olewe (2001:2) is derived from the Latin word pauper, which means to be poor.
The poor are those who cannot afford decent food, medical care, decent shelter, recreation, family and community obligations and other necessities of life. The term poverty has been explained as a paradox by the world bank (1996) for instance this statement has continued be confirmed by events of official statistics. Poverty in Ebonyi state is a pervasive phenomenon characterized by low level of income and deprivation of social amenities.
The effect of poverty can be seen in the virtual collapse of basic infrastructure and social amenities such as good road, health care services, educational institutions, water supply and other social services. In social amenities, Ebonyi state is one of the state in Nigeria without the 132 KVA electric transformer necessary to enhance rapid industrialization. Erosion has devastated most of the rural farmland especially in the southern zone of he state, thus rendering majority of the farmer unproductive and poor.
The social service sector is a terrible shape due to marginalization of people in the past. Health facilities where available are ill equipped resulting to poor health care service that lead to the death of some dwellers that would have been more productive to the state. In this case Ebonyi state as one of the poorest states in Nigeria, where poverty, hunger, and malnutrition exist on such a large scale that defy political, economic and social efforts to climate them.
It is against this background that Ebonyi State was selected by the federal ministry of finance and the national planning commission as one of the six pilot states in Nigeria for the phase II of community Based poverty Reduction project (CPRP). With the return of democracy on May 29, 1999 the federal government has embarked on poverty reduction programmes, specifically, government has put in place a National poverty Eradication programme (NAPEP) In the year 2000. This programme represent and symbolizes a commitment by the government of Nigeria to eradication extreme poverty in the country.
Because the provision of infrastructure and an enabling environment are critical to economic growth and poverty eradication in the state. NAPEP’s main mandate is to ensure through the National poverty Eradication council (NAPEC) that all federal ministries are providing optimal attention to the needs of the poor. National poverty Eradication programme (NAPEP) is seen as a means through which government can revamp the battered economy and rebuild self-esteem in majority of Nigerians who has been dehumanized through past military regimes. This programme was also aimed at eradicating absolute poverty and it consists of four schemes namely
- Youth empowerment scheme.
- Rural infrastructure and development scheme.
- Social welfare services Scheme
- Rural resources development and conservation Scheme.
To implement this programme government placed emphasis on complementation collaboration and Co-ordination between the various tiers of government on the hand between government, Donor/agencies, Non-government organization and local communities on the other. A multi-agency implementation structure with Co-ordination, monitoring and evaluating organ was introduced in order to ensure cost effective delivery target with optimal social benefit.
To achieve These, The following factors should be eliminated corruption, sudden changes of government policies, delay in micro-project funds, poor management capacity at the public service level, misappropriation of micro-project fund, low productivity and absence of skill training programme e.t.c Therefore, the increasing incidence of poverty both within and among locations was inspite of various, resources and effort exerted on poverty reduction related programme and Schemes on the communities thus suggest that the programme is inefficient and above all, it have a purpose.
Having given the above background; logical conclude that the study of poverty reduction programmes scheme and policies of the present democratic government is necessary for establishing poverty continues to increase despite the programmes and polices.

1.2 STATEMENT OF THE PROBLEM
It is assume that inspite of numerous developmental programmes, policies and poverty alleviation programmes the federal government has established from time to time, poverty still exist pervasively, all policies initiated by the government has only ended up paving a way for a more sever acute and security poverty.
It is in the light of those facts that this research work was design to examine and critically analyze the poverty reduction programmes and policies of the present civilian administration in Ebonyi state with the view of brining out those problem and some factors, which would have lead to its fall.
THE PROBLEMS INCLUDES.
- The problem of conception, which simply means knowing the primary intention, to address the problem of the poor masses, but on the long run, the programme will be channeled to favour the elicites who converts it to a populist programme designed to confuse existing situation.
- The problems of corruption-means drains resources, discourage investment, benefits the privileged and deprives the poor, it threatens the hope for a better promising future. This has remain the bane of Nigeria’s development efforts; where poverty alleviation programmes are established. In some cases me rich are the actual beneficiaries.
- The problem of content poverty alleviation programme in the state have always suffered from content deficiency, in this case people chosen by the poor masses to represent them, are not given them the opportunity to air their problem, or context it lead to the failure of the policies and it is a problem.
- THE PROBLEM OF CONTINUITY.
In Nigeria, it takes time to design policies than it take to implement it. knowing that rapid change in government leads to the failure of some poverty alleviation programmes and policies. This has been creating problem in reducing poverty.
1.3 OBJECTIVESOF THE STUDY.
The overall objective of the study is to asses the various strategies and tool used by NAPEP in implementing poverty reduction programme in Ebonyi state. Further more to find an everlasting solution to this problem. It is in the view of this fact that the objective of this study which logically derive from the statement of the problem seeks to.
- To examine the effort made by NAPEP towards poverty
alleviation programme in our communities and Ebonyi state general.
- To suggest and recommend strategies that should be adopted to reduce poverty in Ebonyi State.
- To find out whether lack of continuity and sustainability of poverty alleviation programmes has contributed in any way toward alleviating poverty in Ebonyi State.
- To provide the social amenities needed by the masses such as good-health, good roads, civic centre, quality education
1.4 SIGNIFICANCE OF THE STUDY
This work will be Significant in the contribution on the existing body of knowledge on poverty reduction programme through
(NAPEP) in Ebonyi state.
If my humble recommendation is adopted, the masses of
Ebonyians will enjoy the following.
1 It will ensure poverty reduction especially on the rural dwellers since they are been seen as a poor state in the country.
- It will be of great benefit to the policy makers and to the managers of the programmes.
- It will ensure economic self reliance and Viability,
- The will ensure to the standard of living of the Ebonyians
and Nigeria in general.
1.5 RESEARCH HYPOTHESIS
H 1: poverty alleviation programmes has increase and improve the standard of living of the people of Ebonyi State.
- 2. Effort of poverty alleviation programmes has help to reduce corruption in Ebonyi state and Nigeria in general.
H.3. Poverty alleviation programmes has create employment opportunity for the Ebonyians.
H.4. Corruption by our leaders brought about the increase in poverty level.
1.6 SCOPE OF THE STUDY
The problem of poverty alleviation programmes in Ebonyi State especially in area called National poverty Eradication programme #
- this work focuses on poverty reduction strategy used by NAPEP in Ebonyi State.
- These work covers the period of democratic governance,
starting form the previous administration till date.
- Geographical area covered: The work uses context analysis
using Abakaliki Local Government.
- The sector covered NAPEP Ebonyi state.
1.7 LIMITATIONS OF THE STUDY
In the limitation of this work, here are some constraints encountered during this work.
- Time constraints- This is one of the big problem encountered during this research work, as a part-time student, I have to go to work after that some family problem awaits me at home, above all there is no much time given to us because Ebonyi state university is trying to meet up with the University calendar for that no much time given to me for this work.
- Material constraints- Ebonyi State University as a young
University has small library which has the capacity of containing two to three hundred students (200-300) in the library and the effort of this enabling me to traveled to other University and other libraries to source out materials for this work to be achieved.
- Financial Constraints: This goes in line with topic of our
study, poverty is rampart to a point of escalating in almost every sector of the economy. The student are poor and the cost of writing a project is high, infact everything about sourcing out material and data for this research work is very high and stressful.
1.8 THEORTICAL FRAME WORK.
The theory applied in this research is decision making theory by croft (1996:201) this implies that decision may involves on strategies and techniques, Poverty alleviation is a serious decision taken by the government of the day though the identification of problem, solveliase was the poverty endemic devastating and ravaging the citizen particularly in Ebonyi state communities solutions formulations and the
alternative consideration which is based on reduction of the poverty with the state democratic system are the ineffectiveness of the decision making theory to this research project.
