The researcher adopted the design for this study is a survey research design. The population for the study consists of all the 3,285 teachers and students in all the thirteen (13) Senior Secondary School in Izzi Local Government Area of Ebonyi. A simple random sampling technique was adopted to drawn the sample for the study. Based on the findings it was recommended that teachers should be train and retrain on how to access multimedia instructional materials in teaching subject, teachers, when teaching should use all needed multimedia facilities to impact knowledge on their students for effective teaching and learning studies and government should motivate teachers and students on the towards the use of Multimedia facilities in order to facilitates effective performance on Studies.

CHAPTER ONE

INTRODUCTION

Background of the Study

The use of multimedia in industries has been extensive, as it has been effective in increasing productivity and retention rates, where research has shown that people remember 20% of what they see, 40% of what they see and hear, but about 75% of what they see, hear and do simultaneously (Lindstrom in Nwonu, 2015). Multimedia is now permeating the educational system as a tool for effective teaching and learning. With it, the communication of information can be done in a more effective manner and it can be an effective instructional medium for delivering information.

It is recognized that conventional media technologies can no longer meet the needs of our teaching and learning processes; as a result they are being replaced by multimedia technology (Oshinaike and Adekumisi, 2012). Multimedia, therefore, is defined as the combination of various digital media types such as images, sound and video, into an integrated multi-sensory interactive application or presentation to convey a message or information to the audience.

According to Reisman (2001), multimedia means a ray of computer-driven interactive communication system, which create, store, transmit and retrieve, textual, graphic and auditory networks of information. Moreso, multimedia provide an array of powerful tools that may help in transforming the present isolated, teacher-centered and text-bound classrooms into rich, student, focused, interactive knowledge environments.

These multimedia facilities include; radio, television, computers, filmstrips, video tapes, gramophones, among others. Teaching and learning are transformational activities which involves two major variables; teacher and student. In the teaching and learning process, emphasis is on the student and on increasing their potential to contribute to educational excellence. In addition to their conventional roles as recipients, students are the raw materials for education.

Therefore, teachers are seen as catalysts. As catalysts, teachers are expected to cause a change in the behaviour of these students. Hence, teaching itself is a two way communication but learning is more important than teaching because if teaching does not result in learning, it is futile (Okon, 2013). This implies that any teaching which does not result in a change in the behaviour of learners is not teaching at all.

Teaching according to Nwonu (2015), involves importing information to the learner and the acquisition by the learner of specific knowledge; idea, facts, skills and other relevant data condensed in the information for the learner’s academic and mental development. Therefore, to teach entails paying attention to what is going on, to make diagnoses geared towards causing a change in one’s behaviours.

Learning on the other hand is a relatively permanent change in the behaviour of a person as a result of experience. When an individual’s behaviour is modified such that he/she thinks or behaves differently consequent upon the newly acquired information, learning is said to have taken place (Greyson and Levis, 2009). According to Dranu (2009), learning is most effective when the experiences, materials and desired results are carefully adjusted to the maturity and background experience of the learner.

Availability according to Gadsby (2003), means the quality of being available. Something that tis available is able to be used or can easily be bought or found. Moreso, the availability of multimedia entails that those materials are within our reach. On the other hand, utilization has to do with the activity of making use as something effectively. That is to say that a material may be available but not utilized.

So, for something to be said to be utilized, all its aspects should be put into work.In some schools government provide made ICTs facilities available for students and teachers to use effectively. These facilities made available are monitor, hard disc, computer, projector, internet services.

Utilization of multimedia, the teaching and learning in education, requires the utilization of multimedia facilities for the inculcation of these skills especially to match pace with changes already experienced globally in the way both office work and business activities are carried out. That is to say, that subjects can only achieve its main objective if the necessary skills are imparted and fully utilized by the individuals.

Consequently, without the use of the multimedia facilities, the students would lack the basic modern of knowledge of technological trends in the school system because teachers lack the required knowledge in the utilization of the equipment. The instructional facilities or materials based on the research conducted reviewed that there were lack of instructional materials in the integration of information and communication technologies using multimedia in the secondary schools in Nigeria, using Ebonyi particularly Izzi as area of study.

Furthermore, in the area of accessibility, the challenges of integrating information and communication technologies (ICTs) as one of adoption of multimedia for the availability and utilization in teaching and learning in the Nigerian Secondary schools. Specifically, the few challenges observed during the conduct of the research include low level of utilization of internet low level of connectivity or internet, high cost of Cyber Cafe’s facilities, lack of substantial outline learning resources, inadequate funds, unwillingness of the faculty to use ICTS, lack of skill on the part of the staff and students.

Statement of the Problem

Teaching and learning process in secondary schools is still at its crudest form. Both teachers and students are still relying on textbooks information and teaching class verbalization due to the general poor attitude towards innovation. Computer devices needed for teaching and learning in secondary schools are not adequately provided to school for effective teaching and learning, not only on bases of the equipment provision, teachers handling the ICTs devices are not competencies enough in the utilization of the instrument needed for impacting acknowledge among the students.

Most of the school environment are adequately equip intense of electricity, accommodation for such ICTs equipment adequate for computer education. Secondary schools in Izzi LGA of which is the case study is not left out of the scenario. There is then an urgent need to improve the quality and of students in Secondary schools, in order to afford the students an opportunity to match up with the current market trends.

Reports from Teoand Wong (2000), showed that current students, were found to be lacking in creativity, communication skills, analytical, and critical thinking and problem solving skills. This was attributed to the unavailability and non-utilization of multimedia facilities in the teaching and learning. Therefore, this study attempts to examine the availability and utilization of multimedia facilities in the teaching and learning of in Secondary schools, in a bid towards ensuring the smooth-running of the educational programme for better results.
