CHAPTER ONE

 INTRODUCTION

 Background of the Study

 Business Education is one of the big skill and competency building courses. The reason emanated from the uncountable number of youths and adults that studies the course on their own and even create employment opportunities for them self. This programme is unlike other  Academic  disciplines.

The whole people appreciate the invaluable role business studies play in national development. At this present time, many countries are adopting various policies and programmes aimed at the advancement of business studies across the globe. In Nigeria for instance, business studies has been adopted as an inevitable instrument of excellent performances. This is why some communities in Izzi Local Government Area of Ebonyi State and their participate in provision of business studies facilities in secondary schools have been found researchable in this study.

Many communities and private bodies in Izzi Local Government Area saw that business studies is one of the keys to both human and national development. This is the reason there have determination to send their children, wards and relations to study business studies at any cost in Izzi Local Government Area, villages town unions were formed by they young youth and men and also some of them who left to the big cities in search of white Kola job.

These unions were able to raise funds for the provision of business studies facilities for both private and government owned school in their area. As this continued, some wealthy Individuals assumed direct responsibility for the provision of some facilities like computer, manual typewriters etc, staffing and managing community schools resources in a way of achieving their aims and objectives.

The participation of various town unions, communities and ethnic groups in the provision of business studies facilities to secondary schools in Izzi local government area of Ebonyi state was an indication of their zeal and purported support with which the Nigeria people accords business studies. It is obvious to note that the only possible competition which may be observed amongst secondary school administration in the area is that they attempts to improve the condition of service, that will enhancing the skill advancement and competences of the youths (boys and girls) under their school.

The idea of the provision of facilities in secondary schools is generally aimed at making teaching and learning efficient and effective for both business teachers and students. The facilities may range from social infrastructure and other basic facilities. These provisions were based on financial capabilities, motivation/student need and interests, location of the school, competition of other sectors and the nature of the sources of revenue, which the community allotted to education.

 Izzi , which is one of the oldest local government area of Ebonyi state, created and is made up of many communities, villages and districts with many secondary schools/private and government owned schools throughout offer business studies to the expected standard and does once that offer it are duly provided with facilities courtesy of the community lies, involvement. The facilities were aimed at alleviating the problem in teaching and studying business studies in the area.

The school administrator also seek information about communities population, their numerical strength as well as their population structure in demanding for community (ies) assistance in the provision of business studies facilities (Nkeje, 1972). It is also necessary to consider the proportion of the members of the community that are children of the school age, the proportion that belongs to the middle age and productive age bracket; and the proportion of old men and women who have passed the productive period of their lives.

This will help the administrators to make realistic expectations of the community and understand the strains and pressure that will affect their ability to assist the schools financially and in the provision of facilities. This is because no one gives out what he/she does not have. The poor communities will find it difficult in providing all that their secondary schools need for the teaching and studying of business studies without government assistance.

The school is an institution of social organization designed to serve the society and therefore no school has ever operated in a social vacuum apart from the society it serves. In Izzi Local Government Area, all the public and private institutions derive their existence and lifeblood from the community, which supply them with study facilities precisely, as it affects business studies (Ezeocha, 2004).

It is obvious to note that in the Nigeria educational system, the introduction of western education by missionaries who through their different churches built and involved in the control of the school activities, in Izzi for instance, the missions adherents formed the community made moral and financial contributions to the running of their numerous schools precisely those that impact both cognitive, affective and psychomotor domains like business studies.

The reason may be traced to the participation of the colonial government in the running of school programmes from 1886, which further increased the level of the community participation in the school activities as well in providing academic facilities (Edem, 1987). Vividly, communities in Izzi local government area of Ebonyi state participate in providing business studies facilities through sending their children and wards to study business studies assisting them financially to their best of ability and rendering moral services which the need arises.

Finally, business studies should duly consider the economic stability needs and problems of the communities when presenting their expectations in providing business studies facilities. They should create an avenue for the communities to understand the philosophy problems and needs of the department of business education in order to set a good climate for their assistance and support.

Statement of the Problem

The urge to embark on this research was stimulated by the quest to identify the strategies for community participation in the implementation of business education programmes in the senior secondary schools in Izzi Local Government Area of Ebonyi State. The problem they encountered in providing adequate facilities in pursuing their goals and the possible way forward to curb these problems. The researcher persistent observation have revealed that some attitude of community provision hampers in the smooth running of the schools such as delay in providing the facility, insufficient provision of the equipment, channel of communication.

At government level, lack of finance, extent of government participation in providing the necessary equipment is also contributory factor. The problem of this study therefore is inadequate financing. It is necessary for communities to participate in the provision of both social and infrastructure facilities to encourage business studies development in Nigeria precisely in Izzi local government area, which in turn will promote individual welfares, skill manpower and economic development.

For the fact that government of Izzi local government area has immensely encouraged the different communities to assist in the development of skill courses like business studies there is doubting in some mind as regards to the Strategies for Community Participation in the Implementation of Business Education Programmes in the Senior Secondary School in Izzi Local Government Area of Ebonyi State.

Purpose of the Study

The major purpose of the study is to find out The enhancing community participation in the implementation of business education programes in the senior secondary schools in Izzi Local Government Area of Ebonyi State;

Specifically, the study is designed to determine;

  1. The school-community relationship in Izzi Local Government Area of Ebonyi State and senior secondary schools located there.
  2. The extent of community participation in the provision of business education facilities in the senior secondary schools of Izzi.
  3. The extent government encourages communities to provide facilities

for business education in the senior secondary schools in Izzi Local Government Area.

  1. The role of the communities in the provision of facilities for business

education subjects.

Significance of the Study

The significance of this research work can never be overemphasized. Suffice it to say that; it- will make the communities in Izzi Local Government Area and Diaspora to understand their roles and benefits in providing facilities for the teaching and learning of business subjects in senior secondary schools. This study, which investigates both administration and management, will help the administrators and potential managers in rendering excellent administrative services and to manage their facilities effectively.

The strategies determined through this study will be of utmost importance to both the governments; urban and rural dwellers; public and private individuals who may wish to donate some, facilities to the secondary schools; non-governmental organizations and government will use the information from this study to estimate educational facilities to be allocated to the secondary schools in Izzi Local Government Area.

Different unions from urban and rural areas will use it to determine their quote in providing business studies facilities, public and private individuals including students will find this study relevant as it could serve

as a stock information for the researcher’ development center and institutions of learning and library for further researcher and estimations that need to be apportioned,

  1. What form of relationship exists between the schools and the communities in Izzi Local Government Area of Ebonyi State? .
  2. To what extent do the communities participate in providing business education facilities in the senior secondary schools in Izzi Local Government Area?
  3. To what extent does the government encourage the communities in Izzi Local Government Area to participate in the provision of facilities for business education subjects?
  4. What are the roles of the community in the provision of facilities for business education in senior secondary schools in Izzi Local Government Area?

Scope of the Study

The study is limited to the strategies for community participation in the implementation of business education programmes in the senior secondary schools in Izzi Local Government Area of Ebonyi State.
