        INTRODUCTION

Background to the Study

One of the important administrative divisions in the educational industry is the division charged with the responsibility of recruitment, development, induction and motivation of work which is called personnel administration. This is the reason why Pigors and Myers (1977) defined personnel administration as the recruitment, selection, utilization and development of human resources by and within an organization.

In secondary school which is one of the social organizations, the personnel administrators are essential organizers and implementer of plans, policies and human resources of the organization. Ubeku (2000) opined that in every aspect running a business, forward looking should be the rule and this is even more important when we talk about adequate manpower and the right type of manpower, especially in secondary schools where both management and technical skills are few. In line with this statement, the secondary schools in Ohaukwu Local Government Area of Ebonyi State, like every other secondary schools in other local government areas that are involved in enormous and important functions of school administration requires a high caliber of staff and good principal’s administrative skills in order to perform well and meet up with the set objectives of the school.

In every organization such as the school, there are pressure for and against that come from individuals and group. These pressures can create problems and where these problems are not resolved, they can result to confusion. It is important for the personnel in educational organizations such as secondary schools to develop defensible plans for effective and appropriate changes if they are prepared to meet future needs. The principal of secondary schools are in a better position to plan a key roll in facilitating or in retarding changes and motivations. In doing this, the principals of secondary school in Ohaukwu Local Government Area of Ebonyi State should be guided by the principles of adaptability, flexibility and stability. This will help them to co-ordinate group efforts in order to achieve the overall organizational goals.

To achieve greater effectiveness in secondary schools, the principals and other educational administrators/ authorities should co-operate in the improvement of personnel provisions. This can be achieved if conducive atmosphere is created for professional growth of the staff. In line with the thinking, Omenyi (1990) stated that the staff should be properly treated by their employers so as to help them to improve upon their performances in terms of production. However, there exist a lot of psychological variables in the relationship between principals, their management teams and other staff. Some of these management team and their principals are too rigid that the staff under them are always unhappy and wish to leave the school system even nice salary. Considerable evidence shows that job dissatisfaction is not only related to some organized absenteeism and turnover, but it is often associated with generalized maladjustment of some kind. People who are less dissatisfied with the administrators or principals are less outgoing, less friendly, emotionally unbalanced and generally discounted with the principals. These variables are considered as constituting problems to the principals of the secondary schools in effective personnel management. Against this background, the researcher wishes to undertake the investigation and problems of effective personnel management encountered by principals of secondary schools in Ohaukwu Local Government Area of Ebonyi State.

Statement of the Problem

The importance attached to personnel management demands that some of the problems associated with its effective management should be tackled. It is therefore the desire of the researcher to find out those things that constitute problems to principals of secondary schools in effective personnel management.

The problem is those human beings are very difficult to manage.

The principals of secondary schools are often faced with problems of relationship, communication without getting good feedback from teachers and students. Other problems encountered by principals include truancy among staff and students; lack of accommodation, lack of social amenities like electricity and pipe-borne water. There are other problems like poor teaching-learning activities, communication gap and inadequate motivation of teachers by the principals. Occupying this enviable position in our school administration, the principals are faced with many problems in the effective personnel management in the smooth running of the schools. The tutorial staff and non-tutorial staff alike with the students, have professionals, academic and individual problems which is the work of the principal to find them if he is to function effectively with them and to achieve a meaningful goal.

The personnel management in the school of Ohaukwu Local Government Area of Ebonyi State has many factors militating against it and makes the general administration more or less difficult for principals. The principals of secondary school in Ohaukwu Local Government Area of Ebonyi State to have such problem in the management of their personnel thus: Absenteeism of the entire staff, tutorial and non-tutorial staff and students, lack of accommodation, problem of poor salary, poor condition of service, poor staffing and inadequate communication. Late coming is another aging problem encountered by principals of secondary schools in Ohaukwu Local Government Area in the effective personnel management. These and many other problems are very problems that affect principals in secondary schools in Ohaukwu Local Government Area of Ebonyi State. It is purely concern of this study to identify those factors and their solutions.

Purpose of the Study

            The general purpose of this research work is to determine the problems of effective personnel management encountered by principals of secondary schools in Ohaukwu Local Government Area of Ebonyi State State. Specifically, the purpose of this study are:

  1. To identify the social problems that affect the principals in the management of staff in Ohaukwu Local Government Area of Ebonyi State.
  2. To identify the economic factors that influences the principal in management of staff in the secondary schools in Ohaukwu Local Government Area of Ebonyi State.
  3. To examine the school related problems that lead to poor management of staff by school principals Ohaukwu Local Government of Ebonyi State.
  4. To find out the political or government related factors that affect the principals in the effective management of staff in secondary schools Ohaukwu Government Area of Ebonyi State.

Significance of the Study

            The study of the problems of effective personnel management encountered by principals of secondary schools in Ohaukwu Local Government Area of Ebonyi State would be of significant in various ways.

First and foremost, this study will enable the principals to discover a dependable way of giving incentives and motivating the staff, find ways of strengthening their inter personnel relationship, provide a good organizational climate of trust and devotion to the set goals and eliminate the weak method of appraising the staff.

The findings of this research work will assist the principals and other school administrators to fashion out their policies in the direction that will positively influence their entire staff job attitude and behavior.

It is also hopes that some school principals or administrators would be aided in understanding why some of those staff who stay in the school are not necessarily as in some other organizations, because according to Kvusa (1991) “although the percentage leavers may be low, yet a profound moral and mobility crises is in progress among many who have not yet left”. This would go a long way to help understand the behavioral process which goes on between the principals and staff.

The study will give the state secondary education board in central zone an insight into the problems of their principals, staff and students in the rural areas. The study may directly or indirectly initiate the state secondary education board in Ebonyi central zone into providing much of the needed trained and qualified staff or teachers, infrastructure and amenities in their respective local secondary schools.

This study will again find out, not only the immediate but the permanent solution to the incidence of industrial disputes and strike between school and management and staff who will realize that better working conditions will be perceived as positive relation between the staff and the principals.

Finally, these funding would be communicated and made available to school administrators especially, the principals of secondary schools in Ohaukwu Local Government Area of Ebonyi State for use in their school libraries so as to enable the managers, the staff, the students, and other educationists benefit in this work and use in the process of administration.

Scope of the Study

This research work is set out to find out the problems of effective personnel management encountered by principals of both private and public secondary schools in Ohaukwu Local Government Area of Ebonyi State.

Research Questions

In an attempt to access the problems of Effective personnel management encountered by principals of both private and public secondary schools in Ohaukwu Local Government Area of Ebonyi State. This study was guided by the following research questions:

  1. What are the social problems that affect the principals in the management of personnel in secondary schools in Ohaukwu Local Government Area of Ebonyi State?
  2. To what extent do economic factors influence the principals in the management of staff in secondary schools in Ohaukwu Local Government Area of Ebonyi State?
  3. What are the school related problems that lead to poor management of staff by secondary school principals in Ohaukwu Local Government Area of Ebonyi State.
  4. To what extent do the government related factors affect the principals in the effective personnel management in secondary schools in Ohaukwu Local Government Area of Ebonyi State.
