THE PROBLEMS AND PROSPECTS OF ADULT LITERACY PROGRAMME IN OHAOZARA LOCAL GOVERNMENT AREA OF EBONYI STATE

 

ABSTRACT

This study is carried out to investigate the problems and prospects of Adult literacy programme in Ohaozara Local Government Area of Eboyi State. The study involved formulation of four research questions which contained twenty items in a designed questionnaire. The questionnaire were administered to ten (10) respondents in each of the twenty (20) Adult Literacy Centres of the five (5) Development Centres of Ohaozara Local Government Area.

The data were statistically analysed using mean of a Modified 4 Points Likert rating scale to identify the degrees of respondents. From the finding, it was discovered that there were socio-cultural influences such as poor financial background, gender issues and other societal norms as well as institutional challenges that affected Adult literacy programme in Ohaozara local government area.

The study revealed that there is a prospect in Adult Literacy Programme in Ohaozara Local Government Area because of the benefit such as increased social, cultural, economic and political awareness in the area. It was recommended that Government and well meaning individuals in Ohaozara Local Government Area should join hand to develop the programme in the area by providing fund and other necessary support as well as adequate regulatory frame work to enhance the efficiency of Adult Literacy programme in Ohaozara Local Government Area.

CHAPTER ONE

INTRODUCTION

Background to the Study

Education is the major determinant of the development of any nation. Indeed education is the key to success in all human endeavors. Human education is not exactly known when it came into existence. Eke (1996) said that the origin of human education dates back, to the time of man’s creation and evolution and was immediately followed by his development of a acquisition of education. The Christian missionaries introduced the early western type of education in Nigeria at the 19th century A.D the education provided was linked up with religion.

The beginning of adult education programme could be traced back to the establishment of Sunday schools aimed at teaching the adult converted by the early missionaries in Nigeria. During this missionary era, efforts were made for the provision of literacy classes outside the school scheduled system due to some various factors which hinder some groups who could not learn after returning from workshops, farm, and festivals. In Nigeria, the mass literacy education programme was carefully planned as from 1940 by the colonial education department, often with the collaboration of either agency for example, in May 1941 the colonial secretary’s advisory committee on education set up a sub-committee to find the best approach to the problem of adult literacy programme education and to give recommendations (Knowles 2001).

Their work gave an intelligent guideline for the development of adult literacy programme in Nigeria. This created a great arousal of interest in holding evening classes by voluntary agencies and local government bodies (Skeffinton Rebort 1969) education department was introduced into the universities.

Adult education is an instrument of nation building which is a life long education that equips an individual to reach full potentials and functionality, it is a process where by learner in full time occupation partakes in designing the knowledge skills and attitudes meant for them and which they voluntarily acquire after on a part-time basis. In eastern state especially Ebonyi state, adult education became more important than ever since it was introduced. Adult’s education service is very necessary as a means of encouraging people to welcome innovation and to adjust to disruptive social change.

The need for adult literacy education programme can not be over-emphasized because the generation now needs both the adult and children to have change through massive education programme Whawo (2000) assert that the only way by which the adult citizen can live at peace with himself is through continual training in formal schools he must have a way to escape from conservative life and hold on to the philosophy of develop mentalism.

Adult education runs the same calendar with primary school but just a programme that is been operated in the evening times from 4.00pm to 6.00pm. According to Eke (1996) for Nigeria to move meaningfully forward in its economic social cultural and political development, it’s adult populace must be educated. It is on this view that Nyerere of Tanzania agreed with him that people must be developed first before the nation can develop.

He put this idea forcefully when he declared that, we couldn’t afford to wait for the children. First we the adult must be educated to enable our children have impact on economic development of the society and educated sector at large for five ten or even twenty years which adult education has impacted now. According to Aryanwu (2002) adult literacy in term of reading and writing. The reasons for the introduction of adult literacy programme by Muslim and Christian was to help and convert them to know how to read and write on their own languages.

Statement of the Problem

The progress of any society hinge on the education of its general populace. This effort has been hampered severally by the side-tracking of qualitative to the well- to do and few citizens.

Education is the major determinant of the development of any nation indeed education is the key to success in all human endeavours but many people in Ohaozara local government area of Ebonyi state are mostly known for training. This has been a label on the people the locality as traders has lost the mind of its citizens who are interested in engaging in any form of education be it formal, informal, semi formal and any other form of education one may think of.

Although the government has made effort to organize adult education programme for adult and those who cannot acquire education on a full time basis to acquire education through adult education programme. Yet the problem is still growing daily it is against this background therefore that the problem of the study is, what are the problems militating against the organization of adult education programme in Ohaozara local government area of Ebonyi state and the way forward for the people of the locality.

Purpose of the Study

The purpose of the study is to find out the problems and prospects of adult literacy programme in Ohaozara local government area of Ebonyi state specifically the study sought to

  1. Investigate the social factor that influence adult literacy programme.
  2. Examine the cultural factors that influence adult literacy participation
  3. Examine the institution factors that influence adult literacy programme.
  4. Determine the prospects of adult education in Ohaozara Local Government Area.

Significance of the Study

The study is intended to identify who will benefit from the study and how they will benefit from the study. Meanwhile, the study will be of a great benefit to stakeholder in educational institution such as principals, Headmaster, Headmistress, educational planners, curriculum planners, school dropout, less privilege people such as orphans, destitute, and even the adult learners who could not afford early education.

The study will help create awareness on issues surroundings adult education in Ohaozara local government area. Adult education in Nigeria is presently yeared towards National development, because there are alarming illiterate masses who earnestly desire education. Therefore the information from this study will help to increase the understanding of adult education programme in Nigeria rural area.

The study will also help stake holders in educational sector through the process of determine the problems and prospect facing adult education programme, the number of people involved in the financial resources needed and other challenges facing the programme in the society.

The study will also create awareness on issues surrounding adult education in Ohaozara local government area.

Based on this, the study will equally create an opportunity towards the locality to excel in educational system prior to adult literacy programme.

Scope of the Study

The study focused on adult literacy programme in Oha-Ozara local government area of Ebonyi state problem and prospect.
